Parallel regional convergence in Poland before and after EU accession

Abstract

The purpose of the study is to analyze the dynamics of regional disparities on NUTS 2 level in Poland for the period 1990–2017 within the framework of sigma convergence. We focus in particular on comparing the patterns of regional convergence before and after EU accession, introducing the methodology of parallel sigma convergence. The results show that the Mazowieckie voivodeship grew much above the average in both the pre- and post-accession periods, while eastern regions lagged behind. EU accession did not have a significant impact on the pattern of internal sigma convergence in Poland. Disparities between regions were increasing at the same pace before and after 2004, despite significant resources having been allocated to cohesion-focused undertakings after EU accession, especially in lagging eastern regions.

The impact of Special Economic Zones on local labour markets in Poland

Abstract

Studies conducted so far suggest that SEZs are not treated by local authorities as the main mechanism of job creation in a given region. The objective of this paper is to highlight potential mechanisms through which SEZs impact labour markets in poviats (counties) in Poland. To this end we conducted a comparative analysis of changes that had taken place in the labour market over the period 2004–2016 in two groups of poviats with the highest unemployment rate reported in 2004: with and without SEZs. The study does not allow us to unambiguously conclude that SEZs contributed to the improvement of labour market situation in poviats with the highest unemployment rate in Poland. That can be attributed to the fact that SEZs in Poland are highly fragmented as well as to SEZs investors being able to select locations for their investment projects in relatively better developed regions.

Trade wars and the changing international order: a crisis of globalization?

Abstract

Increased geopolitical competition and growing economic nationalism after 2014 have gradually started to slow the trend of liberalization of international trade. Relations among certain national states have turned into trade wars – a hybrid phenomenon shaped at the intersection of geopolitics and geoeconomics. The paper explores global and regional trends in trade regulations introduced by the world's largest economies and, at the same time, its major military powers. The G20 countries’ role in these processes was illustrated through references to empirical data on the dynamics of the introduced trade regulations in 2009–2018. The effectiveness of the regulations index is proposed. Apart from the harm that deepening such negative trends in the global geostrategic balance does to broader bilateral relations, the role of trade wars in re-shaping globalization's established conditions is also discussed.

Assessment process in the delimitation of historic urban landscape of Algiers by AHP

Abstract

This research paper covers the way in which landscape delimitation is carried out in a historic urban area context. Landscape delimitation, in this case, explores the relationship between landscape considerations in the urban and heritage planning system in Algeria. The characterisation of the historic urban landscape is challenged by various types of values. The landscape assessment of the central urban historic area of Algiers was focused on its beauty configuration using the AHP multi-criteria method, supported by values obtained through GIS. Various delimitation alternatives of the historical urban landscape are assessed. Distinctive landscapes emerge, moving away from the original historic urban landscape, which is strictly related to the context of the casbah. Spatial landscape delimitation is the means by which the connecting values of the landscape and their interconnections are managed by monitoring problems of fragmentation and ensuring their interaction at the different boundaries. Urban planning must necessarily incorporate landscapes boundaries into the decision-making processes for the conservation of value connections and managing its beauty configuration.

Challenges and perspectives for human activity in Arctic coastal environments – a review of selected interactions and problems

Abstract

The currently-observed increase in human activity in the Arctic accelerates the negative impact on the environment as well as increases the risk of threats to mankind itself. This paper reviews and summarises a selection of studies on the interaction between humans and the environment in the Arctic coastal zone, which is impacted by a warming climate and associated geohazards. The paper presents a general description of human presence in the Arctic, identifies and describes the processes that are threatening the infrastructure, and the anthropogenic processes that have a negative impact on the Arctic. It considers the possible future economic opportunities, and presents the sustainable requirements for modern human activity in the Arctic. The paper demonstrates the urgent need to develop a common, Arctic-wide strategy based on sustainable development. The time has come to change human perception of the Arctic because, in the near future, it may be considered as a refuge for climate change refugees.
