Policies on intergroup relations in Central and East European cities: a comparative analysis of Budapest, Prague, Wrocław and Tallinn

Abstract

This article explores the differences in the understanding of ‘intergroup relations’ and measures underaken in the area of intercultural policies in four Central and East European (CEE) cities: Budapest, Prague, Wrocław and Tallinn. The analysis is based on interviews and field research carried out in 2008 in these cities in cooperation with local scientific experts, representatives of the ethnic communities and officials of the Municipalities as part of the Eurofound research project CLIP1. It explores the national and local political frameworks for intergroup policy and the target groups for such strategies and policies. The main aim of this article is to carry out a comparative analysis of four cities from the CEE countries in order to indicate the similarities and differences in the understanding of intergroup relations. It investigates the type of actors involved in this process and whether their actions are catalysed from the top-down or bottom–up.

Land use change impact on soil organic matter. Loess landscape case study

Abstract

The aim of this article is to establish how land use change influences soil organic matter content in the loess landscape. The research was conducted near Krasnystaw in the Lublin Upland, in forest, on arable land and on abandoned lands at various stages of secondary succession.

During the field research, samples were collected from the upper soil layer and analyzed for organic carbon content, fractional composition of humus compounds and soil reaction. The results obtained indicate that the impact of land use change manifests itself in a change of the soil reaction, which turns from neutral or slightly acid into acid. The tillage system reduces organic matter in the soil and increases the humic acids ratio, whereas abandonment of the land causes an evident increase in the soil’s organic matter content and the fulvic acids ratio. These results allow us to state that land use change has a rapid impact on the geochemical properties of the landscape (which can be noticed as soon as 5 years after the land is abandoned).

Verification of forecasts of periodic changes in the climate of Warsaw in the period 1779-2010

Abstract

The air temperatures recorded at Warsaw-Okęcie in 1951-2010 were compared with forecasts for the period 1980-2010 and 1991-2010, i.e. 31 and 20 years ahead. Accurate predictions of air temperatures in Warsaw in 1980-2010 were calculated using the cycles identified by applying the sinusoidal regression method to a series of monitoring results obtained in Warsaw between 1779 and 1979. The high accuracy of these forecasts is the result of a similar progression of measured and forecast values over a number of years. The prediction of climate change in the Northern Hemisphere for example, caused by interference of long solar radiation cycles as well as variations in the concentrations of the δ18O oxygen isotope in the Arctic ice cores, requires a larger series of data points.

Is a regional trading bloc forming in southeast Asia? New evidence for ASEAN countries

Abstract

This article studies the impact of ASEA N on the bilateral exports of its 10 member countries. It reports the results of applying the gravity model to a data set covering 50 partner countries from 1967 to 2008. The study’s empirical findings show that on average ASEA N regionalism significantly increases bilateral exports. However, the results are country-specific and indicate that ASEA N seems to benefit only large economies with a long history of membership, while smaller more recent members do not show significant expansion of exports.

Collective self-reliance: A portrait of a Yugoslav development strategy

Abstract

Collective self-reliance is an interesting, nowadays forgotten development strategy that was popular between the 1950s and 1970s, particularly among the newly independent states of the “Third World”. It was widely discussed in the 1960s, 1970s and 1980s by Yugoslav researchers, among others. This paper aims to examine Yugoslav ideas on collective self-reliance from a historical perspective on the basis of original works from the time. It presents a brief history of the idea and its resonance in the non-aligned world, contemporary criticism, as well as political, economic and spatial dimensions of the strategy and the means by which it aims to achieve the goal of an economically independent, sovereign “Third World region”. A summary of basic contrasts between two interpretations of collective self-reliance is given to illustrate the specifics of the Yugoslav approach. This developed strategy serves as a theoretical impulse to reintroduce the ideas of south-south cooperation to the development discourse.
