Extreme Climate Events, Household Decision-Making and Transitions in the Immediate Aftermath of Hurricane Sandy

Abstract

It is five years since Hurricane Sandy heavily damaged the New York- New Jersey Metropolitan region, and the fuller character of the long-term response can be better understood. The long-term response to Hurricane Sandy and the flooding risks it illustrated are set in myriad of individual and collective decisions taken during the time following the event. While the physical vulnerability of this region to storm surge flooding and climate change risks including sea level rise has been well-documented within the scholarly literature, Sandy’s impact placed decision-makingpost extreme events into the forefront of public and private discussions about the appropriate response. Some of the most fundamental choices were made by individual homeowners who houses were damaged and in some cases made uninhabitable following the storm. These individuals were forced to make decisions regarding where they would live and whether Sandy’s impact would result in their moving. In the disaster recovery and rebuilding context, these early household struggles about whether to leave or stay are often lost in the wider and longer narrative of recovery. To examine this early phase, this paper presents results of a research study that documented the ephemeral evidence of the initial phase of recovery in coastal communities that were heavily impacted by Hurricane Sandy’s storm surge and flooding. Hurricane Sandy and the immediate response to the storm created conditions for a potential large-scale transformation with respect to settlement of the coastal zone. In the paper, we examine and analyze survey and interview results of sixty-one residents and two dozen local stakeholders and practitioners to understand the stresses and transitions experienced by flooded households and the implications for the longer term resiliency of the communities in which they are located.

Extracting rents through foreclosures: The rescue of Catalunya Banc as a new urban strategy following the burst of the Spanish bubble

Abstract

Using the paradigmatic example of Catalunya Banc, this paper analyses the Spanish varieties of the new financial engineering used to appropriate urban rent by home dispossession. It aims to contribute to the study of the new forms of financialization that have appeared since 2008. Particular attention is given to the role of the state, the emergence of private equity funds as global real estate owners and how this has translated into a wave of evictions due to mortgage foreclosures. In short, this article highlights the implications of the uneven development resulting from the exhaustion of the so-called Spanish model of accumulation during the real estate boom years.

Local GIS: development and assessment of the geoportal for local governments and local communities. Case study of a small town in Poland

Abstract

Of the numerous applications of GIS, administration and public services count among the main fields of application. They are both the users and the owners of the largest amount of spatial data. Portals for higher authorities have been the subject of extensive discussions, but the development and possible use of GIS systems in the form of geoportals at local levels still seems to have been insufficiently discussed. This article presents the process of designing and developing a portal for the lowest authorities - local authorities and the local community. A small town in Poland, Sokółka, was assumed as the study area. The concept development was preceded by, among others: recognition of the needs of an administrative unit in conducting spatial policy; establishment of the objectives, functionalities and assumptions of the designed GIS; a SWOT analysis of the designed geoportal; and an analysis of data resources. Pilot implementation was completed with an evaluation of the geoportal encompassing various groups of potential users.

Residential Segregation at the Local Level in Poland. Case Studies for Praga Północ, Włochy and Ursynów

Abstract

The aim of this article is to answer two questions concerning the scale and the pattern of residential segregation in Warsaw at the local level and the character of contemporary processes accompanying and modifying this phenomenon. While examining residential segregation we have applied a multidimensional approach to underline the complex nature of this phenomenon. We have focused on data concerning different demographic and socio-economic categories. Furthermore we indicate and describe three socio-spatial, contemporary processes that have accompanied an increase in social inequalities in Warsaw (the creation of enclaves of poverty and wealth and the process of gentrification). The research reveals increasing social inequalities at the local level that began in the socialist era and have strengthened during the transformation period, as well as the stability of the socio-spatial pattern in selected districts that influence their local specifics.

Qualitative study of disaster preparedness in an Indonesian village: Interviews with survivors of flash flooding near Bandung

Abstract

Debris flows and flash floods pose a continuing hazard to Nyalindung, a village in a mountainous part of West Java. On 16 December 2013, three days of heavy rain and a partial breaching of a succession of landslide dams triggered a debris flow and flash flood. One person died, nine homes were damaged, and 53 residents were evacuated. We asked villagers who were directly affected by that disaster about their knowledge of the hazard, in the hope of developing adaptation strategies. The survey showed that the majority of the villagers first became aware of the hazard during the 2013 disaster. Practical solutions exclude relocation because the village has stood in flow paths for the past 70 years or more, and because the families residing there are attached to the land and each other. We recommend combining public education about existing hazards with early warning technology.

Knowledge Creation and Regional Spillovers: Empirical Evidence from Germany

Abstract

The paper examines the effects of intra- and inter-regional knowledge spillovers on innovative activities in German states using the augmented Griliches-Jaffe knowledge production function. The “Harris market potential” type index is calculated to proxy for inter-regional knowledge transfers of two types: industrial knowledge transfers generated from the business enterprise sector and academic spillovers generated from universities across all German states. The model also includes the concentration of high-tech enterprises, in order to capture the agglomeration effect in the local economy. The estimation results reveal that not only do local private and university research efforts have a positive and significant effect on local innovative activities, but there are also important interregional knowledge spillovers across the German regions.

Lichenometry and Schmidt hammer tests in the Kaunertal glacier foreland (Ötztal Alps) during the AMADEE-15 Mars Mission Simulation

Abstract

The aim of this article is to show the results of the lichenometrical and Schmidt hammer measurements performed in 2015 during the AMADEE-15 Mars Mission Simulation in the Ötztal Alps in order to test the capabilities of analogue astronauts and collect information on the geomorphic history of the study area since the Little Ice Age (LIA). The results obtained differ significantly from our expectations, which we attribute to differences in the field experience of participants and the astronauts’ technical limitations in terms of mobility. However, the experiments proved that these methods are within the range of the astronauts’ capabilities. Environmental factors, such as i) varied petrography, ii) varied number of thalli in test polygons, and iii) differences in topoclimatic conditions between the LIA moraine and the glacier front, further inhibited simple interpretation. The LIA maximum of the Kaunertal glacier occurred in AD 1850, and relative stabilization of the frontal part of the rock glacier occurred in AD 1711.

Changes in a hydrographic network of the Słowiński National Park in terms of photogrammetric analyses

Abstract

The main objective of this study is to evaluate the changes in the hydrographic network of Słowiński National Park. The authors analysed the changes occurring in the drainage network due to limited maintenance in this legally protected natural area. To accomplish this task, elaborations prepared on the basis of aerial photographs were used: an orthophoto map from 1996, hyperspectral imaging from June 2015, and a digital terrain model based on airborne laser scanning (ALS) from June 2015. These spatial data resources enabled the digitisation of the water courses for which selected hydro-morphological features had been defined. As a result of analysing the differences of these features, a quality map was elaborated which was then subjected to interpretation, and the identified changes were quantified in detail.
