Justice is not only about punishing the perpetrators but also protecting the rights of their victims. Corruption is not a victimless crime! Therefore, the main intention of this paper is to enlighten that protecting the rights of the victims of corruption is one of the crucial battles in the war against corruption. Wining this battle during the pandemic Covid-19 is grinding but of vital importance at the same time!
Corruption has already been a remaining concern in the Republic of Kosovo. Notwithstanding, the situation with the pandemic Covid-19 has made the justice system, and not only, more fragile. Consequently, we are currently living in a perfect environment for corruption acts where the victims of corruption are not acknowledged and sometimes even “garbled” with the victims of Covid-19!
It is important more than ever to ensure effective remedies for persons who have suffered from corruption acts including the possibility of compensation for their damage. Indeed, the Republic of Kosovo is not a state party of the Civil Law Convention on Corruption. Yet this convention shall be the guide for establishing such legal avenues while the good practices of the United Kingdom and the French Republic shall be the aim and motivation for this.

Abstract
Considering that in times of state of emergency or civil emergency (such as the pandemic caused by COVID 19), governments in many countries around the world have restricted human rights and freedoms through legally binding government decrees. These restrictive measures increasingly raise dilemmas about their effect and possible violations by the government of international norms guaranteeing human rights. The paper aims to analyze whether these restrictive measures set out in the decisions of the Government of the Republic of Northern Macedonia (RNM) are in compliance with the derogations allowed under the European Convention on Human Rights and Freedoms (ECHR) and the positive laws in power. In the framework of this paper is analyzed whether these measures have the sole purpose of protecting the health of citizens or not.
The work is limited in terms of time (as long as the state of emergency lasted three months) and territory (government decrees with the force of law).
Descriptive, historical, analytical, comparative and citizen survey methods are used in this paper.
Government decrees have been analyzed in order to assess whether they were prudent, in accordance with international standards and consequences that they have caused to citizens.
The conclusions provide data on whether the management of the situation has been appropriate or not and to what extent it has been effective, as well as how much it has been within the international framework and how they have affected the quality of life of citizens.

Abstract
Information, as well as freedom of expression and freedom of the media are essential for democratic society and fundamental characteristic of modern states. The year 2020 will be remembered as a year of pandemic caused from Covid-19 (coronavirus) and a year of response to unexpected challenge that the spread of the virus caused. In the times of pandemic and any type of crisis, the media always plays a key role in informing the public all over the Globe. This paper aims to make theoretical descriptive research and analysis of the influence of coronavirus on news consumption, the role of media in communication and presentation of important developments during pandemic. The authors present an overview of the media system and the latest developments in the EU in preventing fake news related to the pandemic. We conclude that media plays key role in informing the citizens during pandemic and therefore they have increased responsibility in providing reliable information. At the same time, since the beginning of the Covid-19 pandemic, the media have been challenged with parallel outbreaks of disinformation and misinformation about the virus, ranging from fake coronavirus cures, false claims and harmful health advice to wild conspiracy theories. Disinformation can in turn speed up the spread of disease, hinder effective public health responses, as well as create confusion, fear and distrust. We highlight the fundamental function of creating awareness regarding the topic based on facts, and the need of media for preventing panic and fostering people's understanding by ‘checking the source and information twice’.

The aim of this paper is to present the results of our analysis regarding the development of critical thinking skills for the subject Macedonian language for specific purposes 2, research conducted in the online teaching period in the academic 2019-2020. The appearance of COVID-19 virus in March 2020 and the pandemic that it caused seriously affected the educational process. But the well-established Google Meet and Google Classroom platforms have proven to be a solid foundation for teaching in extraordinary circumstances at SEEU. Our goal in the past period was mainly aimed at developing and improving the critical thinking skills which are clearly defined in the syllabus. Definitions of the term critical thinking are given, as well as the results of our research regarding the development of critical thinking skills during online teaching. In terms of methodology, for each skill an exercise was given, which was assessed by the professor and the students received feedback. Our research covers 7 critical thinking skills. An analysis is emphasized as one of the key skills for developing critical thinking. The ability to apply established personal, professional and social rules and criteria reflects students’ ability to present information in their own way. In the modern world, access to information is readily available. The development of critical thinking by mastering the skill of logical reasoning was aimed at establishing correlations and conclusions that are supported or determined by the above data in the form of a debate on the criteria for successful professional communication. The ability to distinguish is emphasized as one of the skills for developing critical thinking. The novelties in the future should be mainly focused on the main challenge, which is the motivation of the students for active participation because according to our expected results there was more pressure for their activity on Google Meet, but they showed significant interest in the exercises that affected the final grade (according to our previous experience, that was characteristic for the period of teaching with physical presence).
The active involvement of the students, but also the additional engagement of the professors in these extraordinary circumstances will contribute to a quality and smooth mastering of the skills for critical analysis.

Abstract
In the last period, especially during the COVID-19 pandemics, individuals as well as institutions globally and in North Macedonia particularly, have failed to correctly respond to the new challenges related to cyber security, online attacks, and fake news. Being that in a state of isolation and quarantine most governmental institutions have heavily relied on online tools to communicate among each other and with the public, it is quite evident that they have not been well prepared to adopt new technologies. This paper aims to bridge together the needs for technology during the COVID-19 pandemics versus the security challenges that many forget to mention. The primary focus of this paper is to elaborate on the security challenges associated with technology with several examples from incidents around the world and from North Macedonia. As such, it represents a perspective paper with focus on current and emerging advances on IT security for running the “new normal” world.

Online learning is becoming a commonplace in different settings starting from elementary, secondary and higher levels of education. Different educational institutions use different communication tools to promote learning because the expansive nature of the Internet and the accessibility of technology have generated a surge in the demand for web-based teaching and learning across the nations (Chaney, 2010). The online teaching and learning have become a necessity for education around the globe during COVID 19-pandemic. There are several challenges which are faced during online classes because the students must have strong self-motivation skills and be very disciplined to achieve the desired learning results.
This paper presents and analyzes the data on the benefits and challenges of online teaching at South East European University (SEEU) during COVID 19 pandemic. The participants of the study are students of the BA level majoring in English Language and Literature and German Language and Literature at SEEU in Tetovo, North Macedonia. To answer the research questions, we have used a student questionnaire, interviews, and student reflection papers written during the online courses.
Overall, the research indicates that benefits of online coursework outweigh the challenges that students face during the online classes. From a safety perspective, this study emphasizes the need to consider the impact of online teaching on student motivation and the paper raises important questions about how to best support students enrolled in online courses. Further research is needed in order to better evaluate the benefits, challenges, and useful strategies of successful students enrolled in online courses.

Abstract
In December 2019 a virus named COVID-19 appeared in China, precisely in the city of Wuhan. This virus was declared a global pandemic by the World Health Organization in March 2020. Since no adequate medical treatment has yet been discovered for this virus, many world institutions are committed to share with each other the data they collect and process in their laboratories. A large amount of these data is shared with citizens in order to inform about the risk that threaten us by virus COVID-19.
Various credible world institutions such as the World Health Organization (WHO), Johns Hopkins University (JHU), the European Centre for Disease Prevention and Control (ECDC), etc., are providing various statistical data to address the issues raised by this emergent situation, but these reports in some cases are putting doubts on the completeness and the transparency of the data, which are not sufficiently processed and which then create confusion about the risks that we are facing.
In this paper we are conducting a study of the quality of current global datasets from the must credible sources related to COVID-19. Also, we are comparing datasets collected from Republic of Kosovo and Republic of North Macedonia with corresponding data from WHO, ECDC and JHU datasets.
To analyze datasets from different sources, we are using Power BI tool, making the improvement through the implementation of adequate dimensions and methods of improving the quality of datasets.

Abstract
In this paper the authors present the psychological consequences of social isolation on domestic violence during the Covid-19 pandemic as well as the legal framework in the RNM on addressing the phenomenon of domestic violence. In this age of globalization and drive for material conformity, family life is quite difficult to cope with. This “war” for material comfort during the pandemic, has strained and stressed many families as a result of the created circumstances. Public safety measures, including physical distance and social isolation, which have also been implemented in the RNM have contributed in making family problems even more pronounced. Social distance and staying at home are very effective in reducing the transmission of Covid-19 virus, but these safeguards disrupt the routines of spouses and families. Domestic violence affects a large number of families, and it is estimated that in times of social isolation, all forms of violence have been inflicted against family members regardless of their gender and age. The most common forms of domestic violence during Covid-19 pandemic in our country are psychological, physical and economic violence. Some countries affected by Covid-19 have seen increases in levels of domestic violence, including violence against children, violence against partners, and violence against the elderly. This paper presents the results of research conducted which highlight the fact that during the Covid-19 pandemic, there has been an increase in levels of domestic violence in the Republic of North Macedonia in the first six months of 2020. The authors give their recommendations on the need for action by state institutions during the Covid-19 pandemic in order to adapt methods and circumstances towards the protection of victims of domestic violence.

The Covid-19 virus appeared very fast around the globe and caused many damages to all of us. It caused many troubles in different fields such as: economics, business, factories, education etc. Many institutions around the world faced challenges and tried to find solutions. But the most difficult challenge was about online teaching; most of the countries suggested many strategies and methods to teach students and learners through distinctive materials and online platforms. It was suggested to use online programs as Google Classroom, Google Meet, Skype, Zoom and many other technological tools in order to help learners to continue with their studies. Using online platform in our country was very demanding because of many factors that influenced all of us. Although many teachers from different schools used many devices during the pandemic, ZOOM was the main one. Teachers had different experiences and challenges during their teaching process through online platforms. They had many problems especially in the assessment and evaluation part; it was very difficult to evaluate learners through technology instruments and grading them correctly. This study is about teachers’ experience with the ZOOM platform, to discover if teachers had difficulties with online teaching during the pandemic. This case study's outcomes present valuable information to the teachers and future researches because there is a limited number of studies in this field.
