Abstract

This introductory paper gives the readers a brief description of the scope and contents of this Special Issue that consists of papers devoted to Sustainable Transport Interchanges and intermodal networks. The issue depicts the results of the EU project ALLIANCE, which addresses the topic of intermodal interconnections and presents the results of the international collaboration teams, which were established within the context of the project.

Green Urban Interchanges: Stakeholder and User Perspectives

Abstrakt

Abstract

The present paper aims at analysing the concept of “urban interchanges” as a solution towards seamless transportation and sustainable mobility. Based on an extensive review of policies, initiatives and data analysis coming from interviews and meetings with stakeholders, a coherent interchange design typology was formulated that links seamless transport and urban interchanges to spatial and urban planning. Focusing on the impact of user satisfaction as a priority towards user travel choices, a list of indicators was valuated. The comparative analysis of interchange typology performance formulated by the users’ perception regarding network accessibility, surrounding area, offered interchange time facilities and environmentally friendly services and infrastructure revealed fruitful findings on proper interchange design towards sustainability and reformation of the city-hubs into true green urban interchanges.

A Decision Tree Approach for Achieving High Customer Satisfaction at Urban Interchanges

Abstrakt

Abstract

This paper introduces a decision tree approach, which can be used for the assessment of the design, operation and services provided at urban transport interchanges. Realizing a customer satisfaction survey, feedback was received from 239 users of the Riga International Coach Terminal on crucial attributes, including: travel information, wayfinding information, time and movement, access, comfort and convenience, station attractiveness, safety and security, emergency situation handling and overall satisfaction. Findings revealed the most significant parameters that need to be addressed in order to increase users’ satisfaction, which can gradually improve the overall attractiveness of the terminal and the efficient provision of its services.

The Financial and Economic Aspects of Transport Infrastructure Development in Latvia

Abstract

This paper is devoted to topical issues in the development of transport infrastructure as a key component of the transport system of Latvia. The level of development of transport infrastructure is measured by specific economic indicators, which in their turn depend on the volume and efficiency of acquisition of sources of funding. The paper sheds light on the economic indicators of the development of the transport infrastructure in Latvia and issues of funding of this sector. The data contained in this paper reveals the size and directions of public investment in the transport infrastructure development. The paper focuses on the necessity to create the effective investment mechanism for financing the transport infrastructure of Latvia as a useful instrument in making investment decisions. Based on the theory of decision making the authors developed Investment Decision-Making Concept, which can be used when selecting investment projects in the field of transport infrastructure and their evaluation. This paper is based on the litera ture review of previously published papers of these authors. The authors refine their conceptual approach for developing an investment decision making mechanism, proposed in earlier papers, and offer recommendations aimed at policy-makers, professionals, academics and those with a broad interest in the field.

A Multi-Agent Approach towards Designing a City Port Business Model

Abstrakt

Abstract

The present paper concerns the design of a city port business model incorporating Public Private Partnership schemes. Extensive literature review was acquired, in order to fully comprehend the organizational schemes and state of practice of Public Private Partnerships at ports. A survey was conducted at the port of Volos, based on questionnaire and interviews, to define the functions and services of the port, which could benefit from the private involvement and improve its role as a transport interchange for all involved stakeholders. The collected data were analyzed, using a modified version of Analytic Hierarchy Process, which revealed the relevant importance of port functions and services. Three different management models were considered to tackle the most important issues that came up during the analysis and they were evaluated based on the literature; the current one, a landlord management model and a partial privatization management model. The results of this process indicated, that the landlord management model would be the most effective for the particular case of the port of Volos. The landlord model seemed to perform better in improving both the operation of the organization and the level of passenger satisfaction, through its increased management flexibility, due to the segmentation of services and reduction of bureaucracy, as well as the additional investment capital that it can attract. Based on the proposed management model, actions and measures improving on the port’s business model are recommended.

Evaluation of Freight Measures by Integrating Simulation Tools: The Case of Volos Port, Greece

Abstract

Simulation modelling tools have been widely adopted for the evaluation of alternatives in transport planning, management and logistics. The complexity that underlies in transport systems and logistics necessitate the integration of different models that are capable of overcoming limitations that may exist individually to each model. Towards this direction, this paper aims to integrate two simulation software and use the integrated model for the evaluation of traffic and logistics measures in the wider area of Volos Port, Greece. The built model is able to simulate the traffic conditions on a transport network along with port’s intra-logistics processes and is used to evaluate a set of measures in the year 2030, by comparing it with the situation in the year 2030 without having implemented any new measure. For the evaluation, a set of indicators is used to gauge the environmental and transport impacts. The analysis is completed by using a multi-criteria decision making tool to generate the Logistics Sustainability Index (LSI) to summarize the information that is provided by the indicators. The results show that the use of integrated simulation models can provide a holistic impact evaluation of complex decisions with a high level of accuracy.

The Combination of Discrete-Event Simulation and Genetic Algorithm for Solving the Stochastic Multi-Product Inventory Optimization Problem

Abstract

The paper describes an eventual combination of discrete-event simulation and genetic algorithm to define the optimal inventory policy in stochastic multi-product inventory systems. The discrete-event model under consideration corresponds to the just-in-time inventory control system with a flexible reorder point. The system operates under stochastic demand and replenishment lead time. The utilized genetic algorithm is distinguished for a non-binary chromosome encoding, uniform crossover and two mutation operators. The paper contains a detailed description of the optimization technique and the numerical example of six- product inventory model. The proposed approach contributes to the field of industrial engineering by providing a simple, but still efficient way to compute nearly-optimal inventory parameters with regard to risk and reliability policy. Besides, the method may be applied in automated ordering systems.

Logistics Strategies for Resource Supply Chains

Abstract

Resources play a decisive role in the functioning of our economy. Raw materials are used in the energy industry, the food industry and are the source for every good used and produced by humans. Efficient and reliable logistics chains are essential for the availability of these resources and goods.

Raw materials represent the beginning in each production chain, therefore the logistical optimization should find attention in the planning of these supply and demand chains. So far, however, logistics methods and strategies for raw materials have not been investigated. Instead, optimization of logistics chains is mostly implemented in the later production process.

This paper explains the reasons for the lack of application of logistics strategies in raw materials logistics, shows a portfolio of logistics strategies and assigns possible logistics strategies to selected raw materials. In addition to the definition of raw materials and resources from the point of view of production and logistics, this work provides a basis for logistics strategies for raw materials.
