Utilizing the Foresight Methodology and Delphi Method to Assess Innovation Effectiveness in Advancing Bulgaria’s Green Deal Objectives

The EU aims at achieving a climate-neutral economy by 2050 and that the is the essence of the European Green Deal (EGD). This brings the necessity to prepare for such a future. This is not only matter of innovations and new technologies in the energy sector, but brings the necessity to evaluate them properly. Here come in hand the strategic Foresight and specifically the Delphi method, which can serve as an important tool for an informed decision making process in the uncertainty of the green transition.

Foresight is perfect for a deep analysis of complex multilevel long-term impacts, which could be very useful for energy planning. The Delphi method could enhance that approach through expert consensus over innovations, policy validation and risk management. This paper explores the potential of Foresight and Delphi method to contribute to assessment of innovation effectiveness in the process of the green transition.
