The integration of virtual reality (VR) technology into the ideological education of colleges and universities has become an important direction for the reform of ideological teaching. This paper researches and explains the advantages of virtual reality technology and its value of applying it to civic education, and constructs a classroom interaction analysis system model based on the principle of equivalent interaction on the basis of the system view, proposes 21 specific dimensions from the perspectives of teacher’s language, student’s language, etc., and puts forward the corresponding matrix analysis formula, which provides a basis for exploring the utility of the application of virtual reality technology in the teaching of civic politics. The practice of applying virtual reality technology in civic education is carried out in W higher education institution to explore the impact of the application of virtual reality technology in civic teaching on students’ learning attitudes and classroom interactive behaviors. There is a certain difference in the pre- and post-test learning attitude of the experimental group applying VR technology (P=0.021<0.05), while the difference in the control group is not significant (P=0.972>0.05), which indicates the effective influence of VR technology on students’ Civics learning attitude. And in the analysis of classroom interactive behavior, the teacher’s language as well as the teacher’s manipulation of technology values of 0.6203<0.7, technology accounted for 40.74%, the Civics classroom to the students as the main body, to achieve the effective integration of virtual reality technology and the Civics classroom.
