Socioeconomic Impacts of Protection Status on Residents of National Parks

Zusammenfassung

Abstract

Rural population ageing and decline is a serious problem throughout Europe resulting in a deterioration of the socioeconomic situation in rural areas. This leads to land abandonment, and consequently the loss of valuable cultural landscapes. Protected areas are no exception and inhabitants also face restrictions arising from the protection status. The aim of this study is to identify the existence, extent and nature of the socioeconomic impacts derived from the protection status on the local population. Population and socioeconomic indicators were compared with the results of in-depth interviews with local stakeholders within 2 Estonian national parks and contextualised with recent social change. It was concluded that protected areas have a considerable socioeconomic impact and in order to preserve cultural landscapes, achieve conservation objectives and contribute to balanced regional development, measures must be taken.

Managing the Risk in Agriculture Production: The Role of Government

Zusammenfassung

Abstract

The aim of the article was to define the essence and the role of state in managing the risk in agricultural production. Nowadays risk management is one of the core priorities of reformed CAP. Wherefore it was necessary to highlight the variety of tools and essay the reason why the farmers do not implement them. The main method applied in the work was a descriptive method and a dogmatic analysis of normative acts. Reference books and international analyses and reports were also used. The weather conditions, as well as climate change have fair impact on agricultural production, its quality and quantity, as well as farmers’ income. They are infrequent but lead to severe damage to a whole region, like the droughts occurrence this year. Such events fall under the catastrophic risk layer, for which market solutions plays a less important role, mostly due to public involvement. Due to the current legislation, Member States have the authorization for granting subsidies for farmers who had loss. They set up provisions for damage recovery and compensation. It seems to be one of the main reasons why the farmers do not try to avoid the risk themselves applying some on-farm strategies.

Agricultural Land and Land Tax – Significant Indicators of Agriculture Business Activities in the Slovak Republic

Abstract

The article is focused on the consideration between the agricultural land acreage and the amount of land tax in the selected sample of companies of agricultural primary production in the Slovak Republic within the period from 2010 to 2014 based on the data from departmental database of enterprises with primary agricultural production drawn from the factsheets of Ministry of Agriculture and Rural Development of the Slovak Republic presented by the selected statistical methods. In particular, the article presents the agricultural land and land tax from the accounting and tax perspective of the Slovak Republic and the European Union. It can be resulted that a slightly declining trend of the mean acreage of agricultural land was recorded for the evaluated group of agricultural enterprises within the reported period, while the mean land tax value per hectare of agricultural land had increasing trend. Results of the survey on significances of differences in the values of the dependent variables at the level of combinations of factors of year and enterprise indicate that the acreage of agricultural land and the volume of the land tax are statistically dependant at the level of year, however there are not dependent at the level of combination of factors of year and enterprise within the surveyed period.

Regional Food Preference and Awareness of Regional Labels in Vysočina Region (Czech Republic)

Abstract

The article presents results of research on preference of the regional food in Vysočina Region in the Czech Republic, with main focus on awareness analysis of Vysočina regional labels. Presented findings are a part of longitudinal research that aims to analyse the evolution of Czech regional labels and their impact on regional development. The questionnaire survey was conducted between January and March 2015 on the sample of 819 respondents from the Vysočina Region. The data have been processed with correspondence analysis and showed that half of respondents prefer regional food, but the results differ in each district, the highest preferences were reported in Jihlava and Třebíč districts. Awareness of the regional labels is rising in comparison with results of the research in 2012. To test respondents’ knowledge they were asked to identify regional labels: two existing - VYSOČINA Regional Product®, Regional Food Vysočina Region and also nonexistent label From Our Region Vysočina. The awareness of regional labels was tested according to chosen sociodemographic factors: gender, age, residence in each district of the region and residence in town or village.

Financial Supporting Tools of Rural Tourism Development in Nitra Self-Governing Region

Zusammenfassung

Abstract

Rural tourism is one of the opportunities, which can positively influence productivity and incomes in rural areas. European Union set the rural development as part of its priorities. This development has been conducted through several measures aimed at education, cooperation, municipality development, ecological agriculture, diversification of economic activities, etc. Rural tourism is a result of diversification of economic activities towards non-agricultural activities. The paper focuses on analysing financial tools of support used for rural tourism development. Development projects realized in the Nitra Self-governing Region (NSR) during programming period 2007 - 2013 (plus 2 years) are evaluated. These projects have been financed through different grant schemes created by the European Union (realised by Ministries, Local Action Groups, Agricultural Paying Agency) and also by the Nitra Self-governing Region. The paper also illustrates the localisation of approved projects and their purpose.

Informal Employment and Quality of Life in Rural Areas of Ukraine

Abstract

Informal economy is rather difficult to define and demarcate in the methodological context. International Conference of Labour Statisticians in 2003 adopted a set of guidelines regarding definition of statistical categories of informal employment. These include for example employed unregistered own-account workers, contributing family workers, persons who work based on oral agreement, etc. Informal economy is a contentious topic in many developing countries as it brings about many elements that from several aspects adversely affect the development. The most commonly stressed are the fiscal implications (associated with tax revenue loss) and some social concerns. However, in some parts of the world informal sector went from being considered as a negative occurrence to be tolerated as a partial solution to some of the challenges that hinder development of rural regions and communities. The aim of the paper is to determine the relationship between informal economy and level of development and quality of life in Ukrainian regions. The paper examines the role of informal economy in regional structure of Ukraine, while confronting the findings with regional divergence in relevant indicators of development and quality of life. There are statistically significant differences in the size of the informal employment among different types of Ukrainian regions (by rural-urban typology). With increasing share of informal employment in the regions, the income level of households decreases significantly even when we take into consideration the level of unemployment.

Multifunctionality – Interactions and Implications: The Case of the Podkylava Village (Western Slovakia)

Zusammenfassung

Abstract

Multifunctionality is one of the most important aspects of the sustainable development. There are essentially two approaches to the analysis of multifunctionality. One is to interpret multifunctionality as a characteristic of an economic activity. The second way of interpreting multifunctionality is in terms of multiple roles assigned to agriculture. In this view, agriculture as an activity is entrusted with fulfilling certain functions in society. Social functions are linked to employment and income generation in rural areas and hence sustaining the viability of rural communities and maintaining rural society. The study focuses on social aspect of multifunctional agriculture in Kopanice region located in western part of Slovakia near borders with Czech Republic. The region is according to OECD regional typology being considered as intermediate one approaching the category of predominantly rural region. In spite of the fact, that the share of the primary sector in economy of the region is decreasing, the agriculture still plays an important role from aspects of employment and building of social capital. The paper evaluates the influence of external and internal factors on the development of social capital in the selected region and authors will focus mainly on the impact of local stakeholders and policy measures. The interaction between relevant stakeholders as public sector, civil society, local business sector and primary sector is expected to be beneficial for development of social capital.

Are Stakeholders in Slovakia Ready for Community-Led Local Development? Case Study Findings

Abstract

In the EU new programming period 2014-2020 the Leader approach become part of community-led local development (CLLD). Under Slovak conditions, partnerships, which intend to get the legal status of local action group (LAG), are currently in the process of preparing and formulating their CLLD Strategies. Leader approach is characterised by 7 principles, which should be horizontally presented throughout the implementation process. The multilevel governance presented in the implementation of Leader approach includes the management and implementation of rural development programme, through which the Leader is implemented, as well as, formation of LAGs, as the mediators of the approach at local level. Both levels may have supporting or constraining effects on the application of Leader principles in the Leader delivery. The paper focuses on analysing the differences between theory and practice in the conditions of the Slovak Republic when answering the evaluation question: Are stakeholders in Slovakia ready for community led local development? To answer the question, six LAGs were assessed using the focus group as the assessment tool. Representatives of the national authorities were interviewed in order to complete the picture of the evaluated topic. The study pointed out several shortcomings in basic preconditions allowing smooth application of the CLLD.

New Approaches to Revitalise Rural Economies and Communities – Reflections of a Policy Analyst

Zusammenfassung

Abstract

Looking ahead, rural Europe faces significant challenges. Some of these are long-term and will require major adaptation, such as climate change, increasing scarcity of fossil fuels and the ageing indigenous population. Others are medium-term and subject to political uncertainty, such as economic stagnation and unemployment, pressures from in-migration, and constrained public finances. Markets appear likely to continue to encourage conventional farm modernisation and capitalization, but these may increase, rather than resolve, rural problems and tensions. Seen through an ecological lens, conventional patterns of development decrease rural social, environmental and economic resilience, and yet this is becoming increasingly important. New approaches are needed which can work with global and local processes to maintain rural diversity, quality and community: key factors in resilience-building. Interesting tactics may involve increasing local capacity to act, stimulating new local products, services and markets and new forms of pluri-activity. Business profitability and productivity will remain central, but can be realised in a variety of unconventional ways. Some examples and approaches are briefly presented and some general lessons identified for the new Rural Development Policy and Programmes, 2014–2020.

Are Stakeholders in Slovakia Ready for Community-Led Local Development? Case Study Findings

Abstract

In the EU new programming period 2014-2020 the Leader approach become part of community-led local development (CLLD). Under Slovak conditions, partnerships, which intend to get the legal status of local action group (LAG), are currently in the process of preparing and formulating their CLLD Strategies. Leader approach is characterised by 7 principles, which should be horizontally presented throughout the implementation process. The multilevel governance presented in the implementation of Leader approach includes the management and implementation of rural development programme, through which the Leader is implemented, as well as, formation of LAGs, as the mediators of the approach at local level. Both levels may have supporting or constraining effects on the application of Leader principles in the Leader delivery. The paper focuses on analysing the differences between theory and practice in the conditions of the Slovak Republic when answering the evaluation question: Are stakeholders in Slovakia ready for community led local development? To answer the question, six LAGs were assessed using the focus group as the assessment tool. Representatives of the national authorities were interviewed in order to complete the picture of the evaluated topic. The study pointed out several shortcomings in basic preconditions allowing smooth application of the CLLD.

New Approaches to Revitalise Rural Economies and Communities – Reflections of a Policy Analyst

Zusammenfassung

Abstract

Looking ahead, rural Europe faces significant challenges. Some of these are long-term and will require major adaptation, such as climate change, increasing scarcity of fossil fuels and the ageing indigenous population. Others are medium-term and subject to political uncertainty, such as economic stagnation and unemployment, pressures from in-migration, and constrained public finances. Markets appear likely to continue to encourage conventional farm modernisation and capitalization, but these may increase, rather than resolve, rural problems and tensions. Seen through an ecological lens, conventional patterns of development decrease rural social, environmental and economic resilience, and yet this is becoming increasingly important. New approaches are needed which can work with global and local processes to maintain rural diversity, quality and community: key factors in resilience-building. Interesting tactics may involve increasing local capacity to act, stimulating new local products, services and markets and new forms of pluri-activity. Business profitability and productivity will remain central, but can be realised in a variety of unconventional ways. Some examples and approaches are briefly presented and some general lessons identified for the new Rural Development Policy and Programmes, 2014–2020.
