Ideological and Structural Factors in Shaping the Security Culture of Romanian Military Personnel

This study examines the influence of ideology, political power, and organizational structures on the security culture of military personnel within the Ministry of National Defence. By employing the Analysis of Competing Hypotheses (ACH), the consistency matrix, and the Ishikawa diagram, the research identifies key ideological dynamics and their effects on institutional cohesion and strategic functioning. The findings suggest that Romania’s political class exhibits a hybrid orientation, combining democratic values, traditional conservatism, and political opportunism, which generates policy inconsistencies and organizational vulnerabilities. Military discipline, hierarchical stability, and the effectiveness of security policy implementation are among the most affected dimensions. To address these challenges, the study proposes targeted measures, including improved decision-making transparency, standardized operational procedures, and the alignment of internal culture with international standards. Overall, the research highlights the need for an adaptive and resilient security culture capable of responding to evolving threats.
