Post-conflict operations may be conducted prior to the complete end of a conflict. The past experience shows that it is most effective for these operations to be conducted when there is an acceptable security situation. The security aspect of post-conflict operations is based on the coordinating issue for beginning and maintaining such operations in which the military and civilian personnel are involved.
