Within the scope of this study, a performance index consisting of 36 indicators was developed to measure the incentives and realizations of economic actors in an economy and to enable international comparisons. The index consists of two parts (incentives and realizations), based on six pillars and 12 carriers. With an index value of 56.1, Austria is in the upper half of the 18 countries compared. Austria stands out in terms of realized achievements (position 2), particularly regarding quality of life, productivity, resilience and sustainability. However, there is room for improvement in terms of incentives (position 7). Historically, there has been a downward trend.
