Clarifying the construction concept of network ideological and political education platforms in colleges and universities is a requirement to grasp the fundamental direction of network ideological and political education. This paper combines the Actor-critic algorithm with the state representation model and decision-making model to construct a network ideological and political education platform with the functions of education, management, service, dissemination, socialization, and practice. After the practical application of the Civic and Political Education Platform, the recognition and satisfaction of the platform are analyzed through questionnaire surveys. Finally, the Civic and Political Learning Achievement Quiz is conducted for college students at different stages to analyze the positive effect of the platform on the Civic and Political Learning Effect.
