Resumen

Abstract

The article aims at addressing the question of representations of World War Two in Croatian and Serbian literature that were subversive in the sense that they queried the legend not simply by rejecting communism and affirming nationalism, but by emphasizing the uncertainty and sensibility of the human beings, a typical modern reaction to violence and, in general, modernist topoi. In this article I will focus on modernist novelistic representations of the 1960s in which the uncertainty and instability of collective warrants are foregrounded. As a result a subversive meaning is produced which contradicts not only communism and revolution but more generally war as such, including the universal features of war such as confronting loneliness, love as an expression of an individual rather than a collective sense of existence, and the impossibility of a valid representation of past events.

Diversity and the Difficulty of Living it: The Case of Public Spaces in Skopje (North Macedonia)

Abstract

Ethnic diversity and cultural heterogeneity are a reality for the city of Skopje, the capital of North Macedonia. The changing ethnic demography and redressed power-balance between majority and non-majority groups on local level have spurred a turbulent conflict – that of governance of diversity in public space. This paper aims to understand citizens’ views on how language, ethnicity, religion and collective cultural symbols are legitimised through the political, social and symbolic value of public spaces in their neighbourhoods. The results indicate that the political value of public spaces to stimulate contact, deliberation and debate among citizens on issues of their concern is undermined. Public spaces in Skopje are not planned and managed through a wide forum of citizen engagement. The colliding ethnonationalism and symbolic power struggle between the major ethnic groups result in co-ethnic preferences in socialisation and selection of public spaces. The concept of “the appropriate citizen” constructed through the symbolic meaning of public spaces perpetuates ethnonational rhetoric and supports expressions of citizenship that are limited to the nation-state and ethnic identification. In opposition to contact theory, this research indicates that self-segregation of ethnic groups can be prevalent in multi-ethnic neighbourhoods. This should make us think of the context where the contact is established and not only of the content of the interaction.

An Investigation of Morphological Productivity of Nominal and Verbal Compounds in Legal Discourse

Resumen

Abstract

Compounding is one of the most productive word-formation processes in contemporary Standard English. Hence, new patterns occur regularly. Productivity is one of the characteristic features of human language which implies the ability to create and understand new word forms by the speaker of a language. This was the starting point and motivation of this paper. The main aim of this paper was to investigate the morphological productivity of nominal and verb compounds in English as a foreign language in terms of the most productive and the least productive patterns of compounds in a written English corpus (consisted of 60073 words) by 75 students enrolled in undergraduate studies at the Law Faculty at SEEU. The quantitative measure used for the evaluation of the productivity of compounding patterns was according to hapax legomenon [P = n1 / N]. Findings from the empirical approach show that the most productive compounds in the analyzed corpus (professional /Legal English context) are verb compounds, followed by special noun compounds, whereas the least productive were noun compounds. The analysis of the corpus showed that morphological productivity in compounding increased in the writing of students with higher degree of competence and proficiency of English.

The Right, Procedures and Reasons of the Withdrawal of States from International Organizations

Resumen

Abstract

Withdrawal is an act by which a member state of an international organization willingly terminates its membership. The right to withdraw from international organizations is explicitly mentioned in the constitutions of most of them and the circumstances regarding to the right of withdrawal vary depending on the organization. The purpose of this paper is to explain the right and procedures of withdrawal, and the reasons that result with the will of states to withdraw from international organizations. For the realization of this research are used qualitative methods, based on the bibliography that is related to international organizations, with special emphasis with the right and procedures of the withdrawal of states from international organizations. Furthermore, some informations are also collected from the credible internet sources, which have valuable data about the withdrawals of states from international organizations and the reasons that result with such decisions. The results of the research have shown that since the appearance of international organizations until today, there were and there are decisions of states to withdraw from international organizations, coming from the reluctance of states to hand over to international organizations parts of their sovereignty. The conclusions of this paper aim to increase knowledge about the real meaning of the processes of withdrawals of states from international organizations.

The Role of Volunteering in the Integration of Roma Children in Schools-Lessons for the Republic of North Macedonia

Abstract

Education (good teachers and good schools) is crucial for the successful integration of vulnerable groups in the society. Multicultural diversity presents an opportunity to make schools more inclusive, creative and open-minded. Although there are different projects and activities for Roma inclusion in schools, the number of Roma children attending formal education is still very low. Without having attended formal education, the chances for social exclusion are high and minimal for leading a self-defined life. To increase the rate of school registration and the rate for completion, long-term policy interventions and financial support from international donations are needed. This paper aims to analyze the general situation of Roma children and youth the age of pre-school education, primary and secondary education, as well as the engagement of youth in volunteering activities as a significant role in the inclusion of Roma children in schools. Engagement in volunteering activities can help young people to be more integrated into society, as through volunteering they gain valuable experiences, new skills, and competencies that can improve their employability possibilities and enhance their attitudes towards citizenship.

On the New-Old Political Concepts: Re-Conceptualizing and Expanding the Views in Studying Politics Following the Impact of Globalization

Abstract

The article deals with the differences of pre-global and post-global conceptualizations in political sciences. It investigates the functions of political concepts under the changes globalization caused to political systems, culture and ideology. The paper does not engage with the methodological debates on political concepts, or question the undeniable importance of certain political concepts, but rather it addresses some of the principal concepts for which globalization may be a useful concept with regard to their similarities and differences with the Cold War era.

Despite the variety of political concepts as a result of various development phases of society, models of governance and ideological impact to the political processes along centuries, the concepts of power and authority seem to be among those that have survived in terms of the consistency of their relevance. However, the conception of politics through power, authority and leadership has been re-dimensioned significantly under the post-global era. By contrast, although the concept of sovereignty has been one of the initial concepts in the landscape of contemporary politics for many centuries back, following the effects of globalization, it has reduced its relevance significantly. In this view, as a consequence, the article discusses as well as the reconfiguration of the concept of state in a post-global era marked by a period of advancing causes—both trans-border and transnational causes—promoted by post-sovereignty states.

Under these circumstances the traditional debate regarding conflict versus cooperation in politics is one of the areas remaining within a status quo dimension in the dioptric view of both pre-global and post-global conceptualizations. With a contrastive methodological approach, the article as well analyzes the development and meaning of the concepts of political equality, justice and liberty as indispensable concepts in modern post-global political processes.

A Method for Accelerating of Convergence of Numerical and Power Series

Abstract

In this paper is examined the acceleration of convergence of alternative and non-alternative numerical and power series by means of an Euler-Abel type operator, that is defined earlier by G.A.Sorokin and I.Z.Milovanovic. Through this type of linear operator of generalized difference of sequence is achieved that alternative and non-alternative numerical and power series to be transformed into series with higher speed of convergence than the initial series. At the end of this paper is given the implementation of this method through a numeric example.

The Importance of Introducing a Merit-Based Hiring System in North Macedonian Governments

Abstract

In this article, the authors present several topics related to the nascent development of a merit-based hiring system in North Macedonia. This paper employs a normative approach. We advocate for a merit-based hiring system, similar to the American model. First, we explore the pressure exerted by the European Commission to adopt a merit-based system at all levels of government as a condition for entry into the European Union. Second, we delve into the patronage system in North Macedonia. Third, we provide a short history of patronage in the United States and the difficulty that nation had in curbing its entrenched patronage system. Fourth, we discuss the advantages of a merit-based hiring system, namely the creation of good governance, the improvement of employee morale, the development of more public confidence in government, the reduction of the influence of ethnic politics and the furtherance of the rule of law. Finally, we present an example drawn from the American federal government about the basic procedures of a merit-based hiring process.

Methods of Protection of the Property Right in the Legal System of Republic of North Macedonia

Abstract

The article aims to analyze the legal norms that regulate the protection of the property right in the legal system of the Republic of Macedonia. In most cases, the protection of property right is realized through suits; however, our legal system provides for the possibility that the protection of property right can also be realized through the registration of immovable property rights in the respective Public Registries.

Given the fact that in the Republic of North Macedonia the normative regulation of property suits is not contained in a single normative act, but rather extends to several such acts, the article, based on the practice of the high courts, seeks to analyze the legal cases related to property rights that qualify as rights similar to property rights, but which enjoy legal protection provided by law.

The article will mainly elaborate on the basic provisions on property protection suits contained in the Law on Ownership and other Real Rights (2001). However, in this context, the provisions on property protection that are contained in the Law on Real Estate Cadastre (2008), the Law on Contentious Procedure (2005), the Law on Securing of Claims (2007), the Law on Construction Land (2008), etc., will also be taken into consideration.

Electronic Banking Services and Net Profit in Kosovo: Using Simple Linear Regression and the Correlation Method

Abstract

The main aim of this paper is to analyze the electronic banking services in Kosovo’s banking net profit during the period 2013 - 2017. The paper discusses the role that these services have played in the development of the banking industry, modernization of e-commerce, and economic growth. These services provide higher security, faster and easier access by reducing transaction costs, access to more distant markets, and access to many products and services. The main paper results have shown that E-banking services have the highest positive impact in banking net profit, while automated teller machine services have shown a slight positive impact. The highest positive correlation results have been seen in point-of-sale services, whereas automated teller machine services showed a negative correlation in banking net profit in Kosovo during the research period. The constant increase of demand for these services has enabled banks to increase their profits in the banking market of Kosovo. Therefore, the paper finds that commercial banks in Kosovo should increase their focus on the advancement and development of electronic banking services (particularly, E-Banking services which are very practical and can be easily used anywhere and anytime).

Discrimination Against Roma Employees in the Public Administration in the Republic of North Macedonia

Abstract

This article is about the rights of the Roma in North Macedonia and the level of discrimination that Roma are facing while employed in the public sector in the Republic of North Macedonia. The aims and objectives of the article are theoretical and practical understanding of the situation of Roma and the violation of their rights through direct and indirect discrimination at work. The data was collected during the period from May-July 2019 via 52 collected questionaries from a total of 70 public servants who were asked to be a part of the research.

The article shows new data we have collected from employed Roma as public servants in different institutions in the state. The surveyed public servants were 52 in total, from which 34 are employees with secondary education, 17 are with university education and only 1 has a masters degree.

The questionnaire is composed out of 17 questions about the forms of discrimination, feeling or witnesing discrimination at their workplace, who caused the discrimination, witnessing the spread of prejudices and stereotypes about the Roma, rejection of colleagues to share an office with Roma, and who caused the discrimination. One of the results shows that 55% of the surveyed Roma did not have a single training from their employer in the last 12 months and that 69% of those surveyed stated that they felt discrimination in the last 12 months on everyday basis.

Environmental Worldview: A Case Study of Young People from Kosovo

Abstract

Understanding attitudes towards the environment is important because they often determine behaviour that either increases or decreases environmental quality. In this article we investigate the environmental worldview of the young people from Kosovo. The New Revised Environmental Paradigm Scale or New Ecological Paradigm Scale, known as NEP Scale (Dunlap et al., 2000) was used. The study involved 330 young people age 18-20. 150 young people are from secondary schools, and other (180) are from some different faculties at the State University in Mitrovica. The mean score for the full NEP scale in this study was 3.48, which indicates a low endorsement of the NEP among the sample of Kosovo young people. The averages of the sub-dimensions varied between 3.08 (“Limits to growth”) and 3.73 (“Eco-crisis”). Like as others non-industrialized societies, young people from Kosovo tend to believe in the profound connection between humanity and nature, or there are no clear differences between pro-NEP and pro-DSP views. This study confirms the thesis that environmental worldviews differ across cultures. The mean value of the NEP Scale can be feasibly associated with various variables concerning general environmental attitudes. In order to discover the factors that create a pro-ecological orientation of young people in this country, additional researches are needed.

Resumen

Abstract

The article aims to analyze the legal norms that regulate the protection of the property right in the legal system of the Republic of Macedonia. In most cases, the protection of property right is realized through suits; however, our legal system provides for the possibility that the protection of property right can also be realized through the registration of immovable property rights in the respective Public Registries.

Given the fact that in the Republic of North Macedonia the normative regulation of property suits is not contained in a single normative act, but rather extends to several such acts, the article, based on the practice of the high courts, seeks to analyze the legal cases related to property rights that qualify as rights similar to property rights, but which enjoy legal protection provided by law.

The article will mainly elaborate on the basic provisions on property protection suits contained in the Law on Ownership and other Real Rights (2001). However, in this context, the provisions on property protection that are contained in the Law on Real Estate Cadastre (2008), the Law on Contentious Procedure (2005), the Law on Securing of Claims (2007), the Law on Construction Land (2008), etc., will also be taken into consideration.

Electronic Banking Services and Net Profit in Kosovo: Using Simple Linear Regression and the Correlation Method

Resumen

Abstract

The main aim of this paper is to analyze the electronic banking services in Kosovo’s banking net profit during the period 2013 - 2017. The paper discusses the role that these services have played in the development of the banking industry, modernization of e-commerce, and economic growth. These services provide higher security, faster and easier access by reducing transaction costs, access to more distant markets, and access to many products and services. The main paper results have shown that E-banking services have the highest positive impact in banking net profit, while automated teller machine services have shown a slight positive impact. The highest positive correlation results have been seen in point-of-sale services, whereas automated teller machine services showed a negative correlation in banking net profit in Kosovo during the research period. The constant increase of demand for these services has enabled banks to increase their profits in the banking market of Kosovo. Therefore, the paper finds that commercial banks in Kosovo should increase their focus on the advancement and development of electronic banking services (particularly, E-Banking services which are very practical and can be easily used anywhere and anytime).

Discrimination Against Roma Employees in the Public Administration in the Republic of North Macedonia

Resumen

Abstract

This article is about the rights of the Roma in North Macedonia and the level of discrimination that Roma are facing while employed in the public sector in the Republic of North Macedonia. The aims and objectives of the article are theoretical and practical understanding of the situation of Roma and the violation of their rights through direct and indirect discrimination at work. The data was collected during the period from May-July 2019 via 52 collected questionaries from a total of 70 public servants who were asked to be a part of the research.

The article shows new data we have collected from employed Roma as public servants in different institutions in the state. The surveyed public servants were 52 in total, from which 34 are employees with secondary education, 17 are with university education and only 1 has a masters degree.

The questionnaire is composed out of 17 questions about the forms of discrimination, feeling or witnesing discrimination at their workplace, who caused the discrimination, witnessing the spread of prejudices and stereotypes about the Roma, rejection of colleagues to share an office with Roma, and who caused the discrimination. One of the results shows that 55% of the surveyed Roma did not have a single training from their employer in the last 12 months and that 69% of those surveyed stated that they felt discrimination in the last 12 months on everyday basis.

Environmental Worldview: A Case Study of Young People from Kosovo

Abstract

Understanding attitudes towards the environment is important because they often determine behaviour that either increases or decreases environmental quality. In this article we investigate the environmental worldview of the young people from Kosovo. The New Revised Environmental Paradigm Scale or New Ecological Paradigm Scale, known as NEP Scale (Dunlap et al., 2000) was used. The study involved 330 young people age 18-20. 150 young people are from secondary schools, and other (180) are from some different faculties at the State University in Mitrovica. The mean score for the full NEP scale in this study was 3.48, which indicates a low endorsement of the NEP among the sample of Kosovo young people. The averages of the sub-dimensions varied between 3.08 (“Limits to growth”) and 3.73 (“Eco-crisis”). Like as others non-industrialized societies, young people from Kosovo tend to believe in the profound connection between humanity and nature, or there are no clear differences between pro-NEP and pro-DSP views. This study confirms the thesis that environmental worldviews differ across cultures. The mean value of the NEP Scale can be feasibly associated with various variables concerning general environmental attitudes. In order to discover the factors that create a pro-ecological orientation of young people in this country, additional researches are needed.
