The war in Ukraine has brought back to the spotlight the importance of preparing the economy and territory for defence, especially for states in the proximity of the conflict, such as Romania. This paper, based on exploratory research method, emphasizes the essential role of security culture in the efficiency of preparing the national economy and territory for defence, as well as the need for coherent and integrated legislative mechanisms. Special attention is paid to the defence infrastructure, civil protection infrastructure, represented by emergency shelters, whose current capacities, at the national level, are insufficient. The analysis is extended by comparisons with other European states, highlighting both good practices and deficiencies. The conclusions emphasize the need for decision-making, strategic investments and legislative reforms to ensure national resilience in the face of risks to national security.
