Manuscript Submission

Submission of a manuscript implies: that the work described has not been published before; that it is not under consideration for publication anywhere else; that its publication has been approved by all co-authors, if any, as well as by the responsible authorities – tacitly or explicitly – at the institute where the work has been carried out. The publisher will not be held legally responsible should there be any claims for compensation.

Peer review process

The most important criterion for considering a manuscript for publication in IJMCE is its scientific importance, originality, and interest to scientific audience. The four different types of articles may be submitted to IJMCE. These are “1-Original Study, 2-Review Study, 3-Rapid Communication, 4-Case Report”. All these papers, prepared according to the author guidelines and submitted via IJMCE are evaluated according to the criteria of originality and quality of their scientific content. The author who responsible for the paper receives a confirmation e-mail which contains a reference number assigned by Editorial Manager (EM) system.

When any paper is submitted via EM system, this paper is firstly checked by both the system of IJMCE and iThenticate to verify its originality and ensure the quality of the paper. If the result is exceeding the limit of 30%, then, the paper is quickly rejected, and the author of the paper is informed via EM system.

After the paper is approved its plagiarism, the manuscript is evaluated by the Editor-in-Chief. If the paper is of not enough novelty, insufficient interest and out of scope of the IJMCE, it is rejected by Editor-in-Chief. When the paper is considered suitable for further stage, it may be firstly sent to either the Area Editor or Editor-in-Chief may send it to reviewers (see Figure-1). At least two independent reviewers’ decisions are required to take a final decision. In this sense, IJMCE operates a “single-blind” peer-review process containing at least two reviewers who are experts on the field of the paper and also in this process, reviewers can see the names of authors while authors cannot see the name of reviewers.

Each reviewer has the four weeks to write a report, but this time may be extended based on their situation. If reviewer is not submitted the report within the four-week, Editor-in-Chief may send a reminder email such as “First Late Reminder, Second Late Reminder” via EM system. Reviewers evaluate the paper according to highest ethical standards defined by COPE. After evaluation is completed, they send the report of the paper via EM system. Based on the reviewers’ suggestions, the manuscript may be given an “accepted”, “revise” (for corrections), or “reject” decision. When the reviewer reports are received, the Editor/Editor-in-Chief gives a decision and lets the author know it along with the reviewer's comments and any supplementary files.

The authors of the paper have usually two months to revise the paper by considering the suggestions given by the reviewer/Editor/Editor-in-Chief. If authors need to spend more time, the scheduled time may be extended after demanding of corresponding author. If a revised paper is not resubmitted within the deadline, then, it is rejected by the Editor-in-Chief. If author(s) want to resubmit, in case of, the revised version of the paper is considered as a new submission, and also a new manuscript number produced by EM system is given. This new manuscript ID number is also informed to the corresponding author.

The paper is again checked by both the system of IJMCE and iThenticate system to verify its originality and ensure the quality of the paper. If the result of similarity index is exceeding the limit of 30%, then, the revised version of the paper is quickly rejected, and the author of the paper is informed via EM system.

Generally, a changing in authorship is not allowed. However, if there is any mandatory situation on the paper, it may be implemented. In such a case (adding/removing/replacing of author), authors are requested to clarify the necessary reason, and all authors (the removed/added ones) need to fill out the "IJMCE author changes form" and need to submit it as signed by all authors.

The revised version is evaluated by the Editor/Editor-in-Chief. Then, if all suggestions are applied properly, at least two reviewers may be invited to take their final decisions. Taking two reviewers’ decision positively, then, Editor/Editor-in-Chief brings a decision about final acceptance based on their suggestions. If necessary, further revisions can be asked to fulfil all the requirements of the reviewers.

When the paper is accepted for publication in IJMCE, an acceptance letter is sent to the corresponding author. The authors are asked by journalijmce@gmail.com to submit three files such as 1-Author’s Approval Form, 2- Open Access License and Copyright form 3- The source file of the manuscript prepared by the IJMCE submission template format. After accepting any paper, the changes of authorship are not allowed.

The manuscript is sent to the Technical and Language Editor, for preparing its GALLEY PROOF. During this stage, a DOI number is also assigned. The paper is sent to the publisher. In this stage, publisher has two weeks. Then, the paper is publicly published as “AHEAD OF PRINT”.

Upon the completing of the GALLEY PROOF, the paper is sent to the authors to take their final approval. In this stage, the author(s) is expected to correct only grammatical errors on the GALLEY PROOF and return their response within 48 hours. This time is exactly written by mentioned e-mail. After the getting author approval of the GALLEY PROOF, the final approved version of the paper is sent to the publisher. In this stage, publisher has two weeks. Then, the paper is assigned to the next issue of the year by giving volume and issue number together with page numbers, as well. There are two scheduled issues which are the Issue 1 (June) and Issue 2 (December). After publishing the issue, the necessary information of this issue is sent by the publisher for indexing.
