The construction of community policing informatization is a basic systematic project for the current public security organs to implement the strategy of community policing and science and technology to strengthen the police. This paper proposes the architecture and functional design of the community policing information system, taking the functional requirements of the system as the starting point, and introducing the case information data to build the database module in the requirement design. Based on the case information database, the decision tree and association rule model are used to build the system data mining module. Investigate the current situation of community policing informatization construction in the pilot area of the system, and deal with the cases that occurred during the practice of the system based on the decision tree and association rules. The questionnaire method is used to collect residents’ satisfaction during the system operation and explore the optimization effect of community policing informatization on social management. The results show that before the project implementation, the overall community residents’ understanding and satisfaction of community policing is low, and 51.39% of community residents have not participated in community policing. After the project, 84.91% were satisfied and basically satisfied with community policing informatization. Community policing informatization can significantly improve the level of law and order, law enforcement, efficiency, service attitude, and information transparency, and then achieve the effect of optimizing social management.
