From Overdecentralization to Overcentralization ? Hungarian Experience in Handling the Crisis at the Local Level

Abstract

This paper provides a polemic interpretation of recent Hungarian public-administration reforms compared to the opinions that can be found in international scientific literature. The divergence of the various interpretations stems from the different perspectives on the historic context of the development path of the Hungarian municipal administration during the pre- and post-regime change period. The differences in the interpretation of the achievements of the regime change determine whether one would suggest a minor correction or a total replacement - if given the possibility. After briefly describing the public-administration legacy of the communist past and of the post-communist decades, the article delves into the analysis of the financial unsustainability of the highly decentralized local-government system. The analysis builds on the findings of international financiers that operate as policy- transfer powerhouses, as well. Bursting financial tensions led to Hungary’s loan agreement with the IMF in 1996. Although the loan was paid back by 1998, internal systemic inefficiencies stemming from the uneasy compromises of the regime change still had their corroding effect, although vulnerable finances were veiled by occasional conjunctures in the domestic and international economy. In the year 2008, the country became virtually insolvent and again applied for an IMF loan. The IMF itself formulated certain measures to increase the efficiency of the overdecentralized local-government system. Unlike its predecessor, the government that stepped into power in 2010 had the political power to launch systemic corrections in the local-government system. The reforms contained a trade-off : the majority of local competences in exchange for fiscally consolidating local governments. This is labeled as a trade-off between efficiency and democracy by certain authors. It is a fact that the overdecentralized form of local public administration was inefficient and unsustainable. Now there is an opportunity to test whether an overcentralized public administration would be efficient.

Strategic Planning in the Framework of Metropolitan Areas in Romania: Going beyond the Requirements of the Law and Transforming it into an Effective Planning Tool

Abstract

This paper strives to discuss the role played by the newly created metropolitan areas around the seven growth poles from the perspective of the cooperation between the urban centers on the one hand and the neighboring rural communities on the other. It looks at the governance mechanisms in place at the level of the metropolitan areas and tries to assess if the cities and the neighboring communities are equal partners in these cooperation schemes. The paper also looks at one of the most important functions of these metropolitan areas - strategic planning in the form of drafting the integrated plans for urban development (IPUDs). We look at this function also from the perspective of the relations between the cities and their hinterlands. The paper has the following structure: section two briefly examines the concept of growth poles and their creation in Romania; section three looks at strategic planning as a tool for the implementation of the growth pole policy; section four presents the methodology of the study; section five details the main findings of the research, while section six briefly presents the recommendations and the conclusions. The empirical research for the study consisted in interviews with public servants working for the communities that are part of the metropolitan areas formed around the growth poles. As for the conclusions, the authors wish to emphasize that metropolitan areas should be understood in the broader context of the territorial reform.

Institutionalizing Local Government as an Instrument of Democratic Consolidation: The Cases of Bulgaria and Paraguay

Abstract

Multi-level governance is widely used throughout the world, especially in more economically developed countries. In part, this is due to the presumed benefits of decentralization in terms of public-service delivery, and in part, it is due to a desire to disperse political power and governmental authority. Thus, 25 years ago, when major governmental reform initiatives were begun in many countries around the world, especially in Central and Eastern Europe and Latin America, much attention was devoted to establishing and / or strengthening local governments. This was the case in Bulgaria and Paraguay, two countries from different parts of the world, but similar in size, economic development and a history of highly centralized and authoritarian regimes. The purpose of this paper is to examine and better understand the processes of decentralization as they took place in those two countries and those factors which facilitated and / or hindered efforts to initiate effective local government.

Better Local Governance by Integrative Reorganization of State Administration and Self- Government (in Slovenia)

Abstract

Rationalization and democratization of public governance and administrative organization are processes affecting all countries. The article critically evaluates the reorganization of local administration in Slovenia, aimed at increasing its effectiveness through integrative approaches at the state and local-self-government levels. Local self-government in Slovenia comprises 212 municipalities combined into 58 local state (general territorial) administrative units. Such organization is rather fragmented and weak despite several reorganization attempts since the mid-2000s. The recently planned reform for 2014 - 2015 tries to overcome the drawbacks typical of Slovenia, such as the two-tier public administration established in 1995 and the resulting economic local non-efficiency. The analysis of the Slovenian institutional landscape in local public administration can serve as a lesson since the strategic reorganization of political and administrative societal elements should - in addition to the search for local democracy - encompass administrative integration toward citizens, businesses and civil society to eventually achieve good local governance.

Municipality Size and Local Public Services: Do Economies of Scale Exist ?

Abstract

Economies of scale are a standard topic in economic theory, frequently applied, for example, in the analysis of monopolies. They exist when a firm optimising its production costs while facing some fixed costs enjoys lower per-unit production costs as the production increases. Similarly to other production units municipalities have to be large enough to minimise average costs. We analysed the local public services in 205 municipalities with extended powers in the Czech Republic for the first time in this context, using regression analysis, a correlation diagram of local public services and statistical analysis. The paper examines this issue using data from 2008 to 2012. Our analysis showed that economies of scale cannot be clearly identified for local services in municipalities with extended powers in the Czech Republic and that the size of a municipality is not a key factor influencing the provision of local services.

Intra-Municipal Units in Urban Political Systems in Poland: Vicious Roundabout of Marginalization or Dead-End Street ?

Abstract

Neighbourhood / district councils exist in most big Polish cities. But their position in city politics is very weak, although differences among individual cities may be easily identified. There is also a low citizen interest in neighbourhood councils. The article tests a model to explain the variation among the cities and discusses the negative feedback between the dis-engagement of citizens and the narrow set of functions delegated to neighbourhoods. It asks the question if breaking that negative feedback is possible.
