Abstract

Radio Frequency Co-Site Management

Abstract

The radio spectrum is a limited national resource, essential for some governmental applications and increasingly important for a series of non-governmental applications. The allocation of radio resources is done in a centralized manner, designating frequency managers of the defense system structures as local administrators of the resources allotted to the supported echelon. They have a limited number of frequencies they can assign to the emission sources in their area of responsibility. The article addresses the issue of radio spectrum management in the frequency allocation plans when using a large number of emission and reception sources for means of communication and non-communication in a small area. Locating several emission sources in the same site leads to different types of disturbing signals: emissions outside the bandwidth, harmonics and intermodulation. The article categorizes and describes these sources, presents the results of measurements distinguishing them, as well as the results of implementing some protective measures. Finally, the authors suggest a software solution for the local distribution of frequency resources.

Optimization Of Diving With “Nitrox” Over-Oxygenated Breathing Mixtures, To Depths Of 15 ÷ 50 Metres

Abstract

The efficiency of diving activities carried out by divers should be increased. Improving the efficiency of interventions made with divers at depths greater than 15m has brought into focus the problem of increasing underwater working time by using over-oxygenated synthetic breathing mixtures in order to optimize the relation between working time and duration of decompression. The “NITROX” binary mixture best meets the requirements of diving at depths within the range of 15 to 50 meters. NITROX is used for depths in the range of 15 to 50 m. When this mixture is used, the decompression time shortens and the respiratory resistance decreases. Therefore, the use of NITROX leads to an improvement in diving efficiency, by increasing underwater working time, and by reducing the decompression time.

Unmanned Surface And Undersea Vehicles: Capabilities And Potential

Abstract

This paper proposes a new technological solution for the sea observation using an Unmanned Surface Vehicle (USV) or Unmanned Undersea Vehicles (UUV). The term USV refers to any vehicle that operates on the surface of the water without a crew. USVs have the potential, and in some cases the demonstrated ability, to reduce risk to manned forces, provide the necessary force multiplication to accomplish military missions, perform tasks which manned vehicles cannot, and do so in a way that is affordable for the navy. In this paper we examine the use of unmanned vehicles (USV and UUV) which can replace the manned sea patrol system with additional sensors and high performance communication systems in future.

Abstract

Shortcomings of conventional propeller propulsion can theoretically be removed by using a modern technology - unconventional hydroelectromagnetic propeller or magnetohydrodynamic (MHD thruster), that highlights an application of great interest about physical phenomena that occur in the interaction between electromagnetic fields and electrically conductive fluids. In application to marine propulsion, investigations of a variety of physical phenomena was carried out, including the flow characteristics in a MHD duct, thrust efficiency and optimum shape of the duct.

This paper presents related interaction phenomena between a magnetic induction, created by a d.c. electromagnet and d.c. current, perpendicular to the field, imposed by a voltage difference between two electrodes in the conductive sea water. The fluid is forced to the direction perpendicular to the plane where magnetic and electric fluxes are intersecting, this force is called the Lorentz force. Experimental and theoretical studies were carried out on small magnetohydrodynamic model (DC homopolar model) having two channels arranged in series or parallel. Each time the speed distribution was followed over the channel axis and perpendicular to channel axis.

Abstract

The knowledge based organization is the organization in which production and consumption of knowledge is the most important type of activity, knowledge is recognized as a key resource, information and communication technologies are core technologies and information environment, together with the social and the ecological ones, constitute the human existence. The information society allows broad access to information for its members, becoming a new way of working and knowledge. The new digital technologies essential reduce the cost of access, storage and transmission of information. IT systems play an important role in processes that speed up the exchange of information within the organization and between organizations and in effective dissemination of information to the consumer or, if we are talking in the context of education, student. In this context, where there is an ongoing need for education and training, the Web has become a new medium for publishing the information. So, websites are used to promote businesses and products, provide services and information, and facilitate communication. For medium and large sites, the question of their content management occurs. Therefore content management systems have been implemented (CMS). The system inputs are information to be published, and the outputs are the pages that will be seen by visitors. Content management is the systematic and structured supply, creation, processing, management, presentation, publishing and content reuse. There is a wide range of CMS, but no solution is able to manage all types of content. Referring this in the field of education and learning, the article aims to analyze the types of CMS systems consistent with known theories and models of learning: behaviorism, cognitivism, constructivism & connectivism.

Abstract

Spatial data are used not only for basic orientation in space but also as data for solving tasks connected with actual decisions, e.g. geographic impact on combat and non-combat army activities in given environments, predictions of landscape damage under extreme meteorological conditions or emergencies, in cases of military threats to the state, etc. in many tasks the source data are combined and based on mathematically or procedurally described processes, new data are created. Currently, computer equipment, geographic information systems (GIS), remote sensing, computer cartography, etc. in the hands of professionals, along with expert systems, can help much faster, more reliable and more efficient leadership of crisis management. When employing spatial data and information in decision-making processes, complex knowledge of their values is the prerequisite for assessing the credibility and accuracy of decisions made. By implementing the methods of value analysis and mathematical modeling it is possible to create an assessment system of spatial data complex usability. By comparing costs necessary for different variants of enhancement or for adjustment of database quality it is possible to optimize both the total usability and the costs put in securing the required data quality. Paper describes one possible way of creation of cost map.

Evaluation Of The Data Applicable For Determining The Routes Of Movements Of Military Vehicles In Tactical Operation

Abstract

War Conflicts in the past twenty years have shown the need to digitalize the battlefield. The commander needs a lot of input data for his right decision. These data are necessary for an automated decision-making process. For the successful planning of routes of movement, whether in peace or combat conditions, it is required to know the terrain and at the same time the use of algorithms for finding the correct paths. The determination of the level of Cross-Country Movement (abbr. CCM), or also the traffic ability of the terrain, is the basis for this right decision. Analysis of the Cross-Country Movement means the assessment of several geographical and tactical, technical and human factors together, i.e. that it is multi-criterial analysis. Finding the optimal path based on specified criteria (security, distance, economic cost, time) is not a trivial matter and therefore testing road conditions in the field is carried out. These tests validate the previous calculations.

Comparative Preliminary Ionospheric Forecasting In Romania With Data From The European Ionosonde Service Versus Data Extracted From The International Reference Ionosphere Model

Abstract

Radiocommunications in the HF band depend on the ionospheric parameters of radiowaves reflexion, though the quality of a radio link depends on: the time of day; season; solar cycle; geographical position. Taking into account the ionosphere characteristics over Romania, a forecasting is made over four cities in our country in order to provide the values of the critical frequency foF2 of the F2 ionospheric layer over a 24 hours cycle. A comparative analysis of this parameter is applied by using the International Reference Ionosphere model and interpolated experimental data collected from the European Ionosonde Service. Results show that the f0F2 values are slightly underestimated in all four locations in the model versus measurements, sustaining the necessity of own measurements in order to prepare quality data links in Romania if HF band is to be used for emergency data communications.

Abstract

The paper proposes an algorithm for applying the perspective correction of images containing human faces. Based on the coordinates of the two eyes, of the center of the mouth and of a point on the line of the mouth, one can estimate the angle of inclination of the face. After applying the perspective correction, the area corresponding to the face can be used by a face recognition algorithm based on aspect in order to improve the good recognition rate.

Abstract

The technical resource of artillery weaponry can be highlighted, in an original way, with the help of functions, called objective functions by the author. In this respect, an original mathematical model thereof was defined and is presented, detailing the main and secondary subassemblies, and the general assembly of a mouth, respectively. The developed model connects subassemblies and the product through the weights given to each component within the system, the defining element from which it starts being the diagnosis parameters.

Abstract

The technical resource of artillery weapons can be highlighted, in an original way, with the help of a function called by the author standard objective function. In this respect, an original mathematical model thereof was defined and is presented. Consistent with the values achieved in time by the standard objective function qualitative information on the technical resource assessment of artillery mouths is provided. The model developed enables qualitative assessments concerning normal operation or reaching the critical value of the mouth. The defining element of this approach is the diagnosis parameters.

Abstract

During the last decades, the military combat vehicles and trucks were equipped with various weapon systems and laser rangefinders, optical devices and sighting equipment. The military vehicles were thus upgraded, so they become a more attractive target for enemy fire. Since ballistic armour cannot and will never completely protect vehicles against kinetic or explosive ammunitions, various pyrotechnic countermeasure systems such as smoke screening, were designed and implemented. Generating smoke screens or flares in the desired area (around the combat armoured vehicles) is a concern of many manufacturers of pyrotechnic protection systems, aiming to protect against detection in the visual (VIS) and infrared (IR) spectrum. The goal of this article is to present a brief state-of-the-art regarding the development of pyrotechnic smoke camouflage systems and flares used to ensure countermeasures in the visible and infrared electromagnetic spectrum. Types of pyrotechnic systems and structures for the protection of military vehicles will be described briefly.

It shows the detailed construction plans of the hull, the basic requirements that any marine vehicle must meet, the hydrostatic and stability calculations for the watercraft in order to determine how its weight and the shape of the hull can affect its performance and safety; the assessment of the efforts developed within the hull are calculated with SolidWorks.

Abstract

The paper presents the impact of the reliable ICT systems on efficient and safe functioning of a state. Moreover risks which faced communication and information systems have been presented. Furthermore authors proposed their own solutions that may improve the level of security of transmitted information. Then they indicated ICT systems that can be used for providing continuous and flawless exchange of information, with particular emphasis on the need of protection of information from unauthorized access, modification or destruction. Also some suggestions have been proposed for the modernization of IT systems, which could improve the secure dataflow and ensure continuous exchange of information between the components responsible for the security of the state.

The Quadrotor-Based Night Watchbird UAV System Used In The Force Protection Tasks

Abstract

The Unmanned Aerial Vehicles (UAV), or Unmanned Aerial Systems (UAS) are widely used today in real time, high precision reconnaissance missions. The UAS can lean on various types of the UAVs, whilst this paper deals only with multirotor UAV applications. The special flying abilities of the multirotor UAVs (e.g. vertical take-off and landing, hovering, flying at extremely low altitudes and airspeeds) open new areas in UAV applications. Challenges of the modern era put many problems to be solved such as problems of safeguarding in civil life, handling disaster management tasks, border control, and, finally, solution of force protection tasks in operational theatre, or out of war theatre. Author will lay down a brand-new concept of the UAV system applied in bad visibility to improve efficiency of the solution of the force protection tasks, which reduces human resources needed for this purpose. The proposed Night Watchbird UAV system is a new one using modern methods and principles to reach basic goal of reconnaissance providing real-time information for commanders, and for military forces, in general.

Abstract

Romania achieved full membership within ESA (European Space Agency) in 2011 and is actually involved in several European flagship space programmes. The “National Strategy for Space and Related Fields” is a strategic project funded through the Romanian Space Technology and Advanced Research Program (STAR), which is implemented by a consortium coordinated by IAROM S.A. One of the project goals is to identify national space- related technological capabilities and possible niches for Romania within the European space industry, as well as to identify cooperation opportunities within the mandatory and optional ESA programs. This paper presents an overview of the areas of expertise covered by projects contracted in 2012 and 2013 in the framework of the national space research and development programme. The paper does not cover industrial space contracts since they contain sensitive information.

Detection Of High Voltage Lines Based On Analyzing Images Received From An UAV In Order To Detect Corona Discharge

Abstract

In the high voltage domain, the Corona discharge represents one of the most disturbing problems for the companies that transport electricity. Corona discharge is an electrical discharge brought on by the ionization of a fluid surrounding a conductor that is electrically energized. To combat this phenomenon it is necessary to keep high voltage power lines under surveillance and try to maintain losses at a reasonable value. The best manner to do this thing is by using a fixed-wing unmanned aircraft vehicle having on board the necessary sensors for detecting Corona discharge. In this paper we will focus on extracting and detecting high voltage lines from the images received from an UAV which will be analyzed using a number ofMATLAB functions. To detect lines into an image the Radon transformwill be used which is an integral transform that maps a function to its integrals over lines.

Abstract

In order to design and implement ballistic protective equipment, several common stages in developing any product must be taken (technical studies, technological demonstrators, prototypes, etc.). The final stage should be the testing-assessing of development phase, followed by the homologation of the product obtained, which is a compulsory stage. In order to characterize the properties of shock waves passing through various materials and media (air, water, materials for ballistic protection), certain techniques and working procedures were established. The most common method is testing in the shooting range where the real conditions of a detonation can be faithfully reproduced. Such tests, however, despite being the most accurate and reliable way to check the shock waves mitigation properties of materials, in addition to being extremely dangerous activities, most often require expensive materials and full-scale structures. In the first stage of development, the new materials have to be selected through the small scale tests performed in laboratory. This paper presents one test procedure that could be used to determine the capacity of the ballistic protection materials to mitigate the effects of the shock wave in laboratory conditions and at low cost.

Abstract

All types of economic institutions have the potential to gather large data volumes related to the activities they are performing. Usually it is possible for the management of such an institution to take advantage of the volume of data that is available and to take informed decisions, based on the knowledge gathered over extended periods of time, instead of taking decisions only by the experience of the management team. In such a way, success on the long term can be attained and the institutions can further improve the quality of their offer to the customers.

Decision support data is usually stored in specialized databases or data warehouses that are hosted on specialized servers. These servers must be secured against all types of events that can impede their correct functioning.

The present paper is focused on modelling and describing a work frame with the requirements that ensure the security of data used by economic organizations. Among these requirements can be mentioned: the existence of business continuation and disaster recovery plans, the existence of escalation paths for solving problems in a timely manner, preserving the uniformity of data in order to make analysis processes more straightforward, in a shorter period of time.

The retrofitting of a building requires an appreciation for the technical, economic and social aspects of the issue. Choosing the optimal solution depends on a large variety of criteria, the most important being the total cost, the construction time length (eventually with the possibility of continuous usage of the building), the ease of technologies application etc. The first part of this paper briefly presents classic and modern retrofitting technologies for industrial buildings. The second part represents a study case of a single storey industrial building retrofitting, using four different intervention options.

Abstract

Women’s participation in the activities, which were limited only for men in the past, has increased over the years. Since women are not in the majority, the protective equipment they wear has not been developed for their use.

In our project, we are intending to identify the available materials and technologies to produce new composite materials for ergonomic ballistic protection equipment for women from national defense system, in the respect of providing better fit and mobility to the wearer. The main goal of the project is to apply a design and materials that offers more comfort to the wearers (female soldiers) using the best available technologies and materials.

This paper presents the methods and the criteria to select the best materials suitable for achieving a new ballistic protection vest designed especially for women from national defense system, in order to meet the requirements regarding the protection against ballistic threats and the comfort demands too.

Abstract

An important step in preparing a military operation is the planning one where resource requirements and related costs are assessed needed to conduct it under optimal conditions. One of the most important issues to be considered at this stage is that concerning the means of warfare which are necessary for fulfilling the tasks of the military operation. In this regard both the types of combat capabilities that are required and the number of each type of combat capabilities should be established. After evaluating the necessary means of combat, an important aspect to be considered is that of ensuring the maintenance service for the means of combat planned to participate in military operations. In this study, based on technical specifications related to maintenance operations to be carried out to maintain the operational state of combat means is shown, depending on the tasks to be fulfilled within the military operation, a way of assessing maintenance needs in order to design a plan to ensure optimal maintenance service.

This application has as theoretical support [5], but also intends to complete the module on the supply of spare parts shown in [4]. It is a useful application in the process of planning a military operation, the two modules, the one presented in [4] and the one presented in in this study, covering the logistic support in terms of the military equipment which includes the combat means, supply and storage of spare parts, supply and storage of fuel, maintenance facilities, as well as the human resource necessary to ensure this service.

The grouping is one of the most important technical characterizations that increase battle effectiveness of small arms. In many cases, adding muzzle devices increases bullet dispersing. In order to avoid this, it is necessary that the grouping in these cases should be investigated. Abstract

Cold-formed steel structures represents an alternative to classic buildings made of hot rolled steel profiles which bring a lot of savings based on advanced calculations and also some practical measures in order to provide optimum strength and weight ratio.

Due to these advantages, cold-formed steel structures are used in more technical fields including automotive industry, storage industry, military sheltering and of course building industry.

The paper is focused on the economic impact of using lightweight members for the main applications of these structures – roof structures and cladding support. The comparison will be made between classic system with hot formed purlins and advanced lightweight purlins made of cold-formed steel elements, in the same practical situation.

Abstract

Since 2009 the Organization for the Prohibition of Chemical Weapons (OPCW) has been organizing and conducting confidence-building exercises for biomedical samples analysis. The purpose of the exercises was to begin and continue building expertise in the analysis of biomedical samples relevant to the investigation of incidents of alleged use of chemical weapons. The exercise consists of a number of samples for which the laboratory will be request to identify and determine the approximate concentration of a specified set of metabolic products of Chemical Weapons Convention scheduled chemicals.

The paper provides an overview of the current status of the confidence-building exercises and the implication of the Scientific Research Centre for CBRN Defence and Ecology to the OPCW’s programme for biomedical samples analysis.

Abstract

The paper presents some aspects regarding the response of a protective structure under the impact produced by an aerial bomb. The top slab of the protective structure is composed by three layers of different materials: rigid layer made of concrete, elastic layer made by a powdered material (clay, sand etc.) and structural layer made of concrete. The theoretical, although useful, it has not captured all the details regarding the behaviour of a layered slab under such loadings. The paper addresses in terms of numerically study the influence of different parameters of the layers (thickness, material and layout) and weapons of destruction (speed and angle of inclination of the projectile) on the maximum deformation of the base layer of the layered slab.

Abstract

The paper presents the evaluation of the potential of occurrence and propagation of the progressive collapse for an industrial building made of precast and cast in place elements. A model was developed for the numerical evaluation using the method of applied elements and a demolition scenario was used through which the column was instantaneously removed. The potential of occurrence and development of collapse was studied, using scenarios of column removal in according to GSA 2003 as well as scenarios in which two or three columns were removed. The evaluation was based on the determination of the rotations of the beam ends. The obtained results highlighted the importance of the manner in which the structure is designed and built, of the height regime and structural conformity, on the collapse.

The importance of food (lat. alimentum - aliment)consists of the intake of nutrients necessary for all life processes.

The substances from food are generically described by the term “nutrient principles” or “food principles”, often being used the term “nutrients”. Among nutrients, depending on their amount in the food products and the physiological and biochemical role, there are the macronutrients (carbohydrates, lipids and protides), micronutrients (mineral compounds of biological interest and vitamins) as well as other nutrients (water, fibres, biologically-active substances).

Over the years, we have heard numerous discussions and views on the nutritional plans for the bodybuilding and fitness practitioner. The most controversial meal of the day is with no doubt the dinner. Supporters of the principle according to which dinner should be eliminated and the last meal of the day should be taken in the afternoon, support their theory with solid arguments, at least theoretically. The others, more tolerant, recommend that dinner is taken at least one hour before going to bed and the latter bring relevant counterarguments to support their opinion. It is no less true that what, how much and when you are eating in the evening is essential in achieving the set goals. For example, for someone interested in increasing body weight and muscle, dinner and its caloric intake is particularly important. On the opposite end are those who want to lose weight and even more, want to keep their muscle. They will definitely not try to get more calories, but will be interested in where these calories come from.

The working tool on the map is a device conceived and realized by the members of the research team on the project entitled “M.U.D.C.-01 Protractor of Angles, Distances and Coordinates”, an element of novelty which aims to solve a problem identified in the daily activity of the military and is ultimately an effective and modern way of working on military topographic maps as well as an easy way for implementing an expeditious procedures of topographic work in field measurement, for required land distances and angles of orientation and navigation. This military protractor can also be used, eventhough it is less user-friendly and is designed primarily to measure the azimuth, angle slopes, distances and rectangular coordinates with two grid scales and standard army military symbols, by military personnel which work on maps in terrain or in military headquarters.

The polymer composite materials properties are clearly determined by their constituent properties and by the micro-structural configuration.

Additives and modifiers ingredients can expand the usefulness of the polymeric matrix, enhance the processability or extend composite durability. The fibres are mainly responsible for the performance changing (strength and stiffness properties). The least structurally demanding cases is the arrangement of fibres randomly in polymeric matrix, when equal strength is achieved in all directions.

Fibre reinforced polymer materials can be successfully used in a wide range of applications and can significantly improve the characteristics of chemical protection equipments and foster the development of new ones with superior features.

Abstract

The paper presents the calculation of brake mechanism which involves determining the forces needed to be applied by the drive to reach the required braking moments at the wheel. The importance of braking system characteristics derived from how to active handle the vehicle and affect, in a decisive measure, valuing the performance of vehicle velocity and acceleration. Also, to assess the performance of braking mechanism, they aim to define the coefficient of efficiency and determining effectiveness characteristic depending on the thermal regime of work. Heating influences the dynamic performance of the vehicle brakes safely. To identify the evolution of brake heating they have become the realization of a measurement chain that was used for the measurement of all parameters during a long braking period. In the conclusions presented they show temperatures measured and how they could affect the determination of wear regime in operation.

Abstract

It is known that the forces and shocks that occur during the firing process of a firearm induce vibrations to the barrel of the weapon and to the weapon as a whole. There are flexural, longitudinal, radial and torsional vibrations. The most important ones are considered to be the flexural or bending vibrations, especially the ones recorded in the muzzle section. This paper presents a method of recording the flexural vibrations of the barrel in the muzzle section of a 5,56mm automatic rifle and the influence of muzzle devices, using modern equipment (high speed cameras) and dedicated software.

Abstract

The current maintenance system, preventively planned and applied to the military equipment according to the necessities, involves the rigorous execution of maintenance operations, which results in high costs and volume of work. These causes generally determine the formality of planned repairs and maintenance, with detrimental effects for the availability of vehicles. Moreover, the constructive-functional level of the current technical systems leads to the reorientation of adopting maintenance strategies that correspond to the availability level of the constructive kits to computerized diagnosis operations, such as the maintenance based on operational reliability. For some types of vehicles, the periodical technical inspection, besides allowing for regular traffic on public roads, can offer significant data for the managerial and technical implementation of the maintenance based on operational reliability within the military units. The paper aims at offering viable and efficient solutions for executing maintenance activities and for making vehicles available by turning to good account the data resulting from the technical diagnosis process, correlated with an optimal management of maintenance.

Abstract

The purpose of this paper is to highlight the necessity of rethinking and restructuring the current system of maintenance for the military technical systems, based on the criteria of technical and economic efficiency of maintenance, as well as its management. The current maintenance system, rigorously planned and organized, but with irregular allocation of financial and material resources, could be made more efficient to the extent in which appropriate financial funds are provided and conceptual changes are brought to the objectives and to the content of the two components of maintenance, that of preventive maintenance (PREMENT) and of corrective maintenance (CORMENT) respectively. These changes at the operational level will be able to determine the reorientation of the financial resources towards maximizing the preventive maintenance activities. This is a major trend of the management of technical military systems maintenance within the NATO member states which results in important achievements in the field of manufacturing and employing military equipment.

Abstract

The radio spectrum is a limited national resource, essential for some governmental applications and increasingly important for a series of non-governmental applications. The allocation of radio resources is done in a centralized manner, designating frequency managers of the defense system structures as local administrators of the resources allotted to the supported echelon. They have a limited number of frequencies they can assign to the emission sources in their area of responsibility. The article addresses the issue of radio spectrum management in the frequency allocation plans when using a large number of emission and reception sources for means of communication and non-communication in a small area. Locating several emission sources in the same site leads to different types of disturbing signals: emissions outside the bandwidth, harmonics and intermodulation. The article categorizes and describes these sources, presents the results of measurements distinguishing them, as well as the results of implementing some protective measures. Finally, the authors suggest a software solution for the local distribution of frequency resources.

Abstract

The efficiency of diving activities carried out by divers should be increased. Improving the efficiency of interventions made with divers at depths greater than 15m has brought into focus the problem of increasing underwater working time by using over-oxygenated synthetic breathing mixtures in order to optimize the relation between working time and duration of decompression. The “NITROX” binary mixture best meets the requirements of diving at depths within the range of 15 to 50 meters. NITROX is used for depths in the range of 15 to 50 m. When this mixture is used, the decompression time shortens and the respiratory resistance decreases. Therefore, the use of NITROX leads to an improvement in diving efficiency, by increasing underwater working time, and by reducing the decompression time.

This paper proposes a new technological solution for the sea observation using an Unmanned Surface Vehicle (USV) or Unmanned Undersea Vehicles (UUV). The term USV refers to any vehicle that operates on the surface of the water without a crew. USVs have the potential, and in some cases the demonstrated ability, to reduce risk to manned forces, provide the necessary force multiplication to accomplish military missions, perform tasks which manned vehicles cannot, and do so in a way that is affordable for the navy. In this paper we examine the use of unmanned vehicles (USV and UUV) which can replace the manned sea patrol system with additional sensors and high performance communication systems in future.

Abstract

Shortcomings of conventional propeller propulsion can theoretically be removed by using a modern technology - unconventional hydroelectromagnetic propeller or magnetohydrodynamic (MHD thruster), that highlights an application of great interest about physical phenomena that occur in the interaction between electromagnetic fields and electrically conductive fluids. In application to marine propulsion, investigations of a variety of physical phenomena was carried out, including the flow characteristics in a MHD duct, thrust efficiency and optimum shape of the duct.

This paper presents related interaction phenomena between a magnetic induction, created by a d.c. electromagnet and d.c. current, perpendicular to the field, imposed by a voltage difference between two electrodes in the conductive sea water. The fluid is forced to the direction perpendicular to the plane where magnetic and electric fluxes are intersecting, this force is called the Lorentz force. Experimental and theoretical studies were carried out on small magnetohydrodynamic model (DC homopolar model) having two channels arranged in series or parallel. Each time the speed distribution was followed over the channel axis and perpendicular to channel axis.

Therefore content management systems have been implemented (CMS). The system inputs are information to be published, and the outputs are the pages that will be seen by visitors. Content management is the systematic and structured supply, creation, processing, management, presentation, publishing and content reuse. There is a wide range of CMS, but no solution is able to manage all types of content. Abstract

Spatial data are used not only for basic orientation in space but also as data for solving tasks connected with actual decisions, e.g. geographic impact on combat and non-combat army activities in given environments, predictions of landscape damage under extreme meteorological conditions or emergencies, in cases of military threats to the state, etc. in many tasks the source data are combined and based on mathematically or procedurally described processes, new data are created. Currently, computer equipment, geographic information systems (GIS), remote sensing, computer cartography, etc. in the hands of professionals, along with expert systems, can help much faster, more reliable and more efficient leadership of crisis management. When employing spatial data and information in decision-making processes, complex knowledge of their values is the prerequisite for assessing the credibility and accuracy of decisions made. By implementing the methods of value analysis and mathematical modeling it is possible to create an assessment system of spatial data complex usability. By comparing costs necessary for different variants of enhancement or for adjustment of database quality it is possible to optimize both the total usability and the costs put in securing the required data quality. Paper describes one possible way of creation of cost map.

War Conflicts in the past twenty years have shown the need to digitalize the battlefield. The commander needs a lot of input data for his right decision. These data are necessary for an automated decision-making process. For the successful planning of routes of movement, whether in peace or combat conditions, it is required to know the terrain and at the same time the use of algorithms for finding the correct paths. The determination of the level of Cross-Country Movement (abbr. CCM), or also the traffic ability of the terrain, is the basis for this right decision. Analysis of the Cross-Country Movement means the assessment of several geographical and tactical, technical and human factors together, i.e. that it is multi-criterial analysis. Finding the optimal path based on specified criteria (security, distance, economic cost, time) is not a trivial matter and therefore testing road conditions in the field is carried out. These tests validate the previous calculations.

Abstract

Radiocommunications in the HF band depend on the ionospheric parameters of radiowaves reflexion, though the quality of a radio link depends on: the time of day; season; solar cycle; geographical position. Taking into account the ionosphere characteristics over Romania, a forecasting is made over four cities in our country in order to provide the values of the critical frequency foF2 of the F2 ionospheric layer over a 24 hours cycle. A comparative analysis of this parameter is applied by using the International Reference Ionosphere model and interpolated experimental data collected from the European Ionosonde Service. Results show that the f0F2 values are slightly underestimated in all four locations in the model versus measurements, sustaining the necessity of own measurements in order to prepare quality data links in Romania if HF band is to be used for emergency data communications.

Abstract

The paper proposes an algorithm for applying the perspective correction of images containing human faces. Based on the coordinates of the two eyes, of the center of the mouth and of a point on the line of the mouth, one can estimate the angle of inclination of the face. After applying the perspective correction, the area corresponding to the face can be used by a face recognition algorithm based on aspect in order to improve the good recognition rate.

Abstract

During the last decades, the military combat vehicles and trucks were equipped with various weapon systems and laser rangefinders, optical devices and sighting equipment. The military vehicles were thus upgraded, so they become a more attractive target for enemy fire. Since ballistic armour cannot and will never completely protect vehicles against kinetic or explosive ammunitions, various pyrotechnic countermeasure systems such as smoke screening, were designed and implemented. Generating smoke screens or flares in the desired area (around the combat armoured vehicles) is a concern of many manufacturers of pyrotechnic protection systems, aiming to protect against detection in the visual (VIS) and infrared (IR) spectrum. The goal of this article is to present a brief state-of-the-art regarding the development of pyrotechnic smoke camouflage systems and flares used to ensure countermeasures in the visible and infrared electromagnetic spectrum. Types of pyrotechnic systems and structures for the protection of military vehicles will be described briefly.

Abstract

The Unmanned Aerial Vehicles (UAV), or Unmanned Aerial Systems (UAS) are widely used today in real time, high precision reconnaissance missions. The UAS can lean on various types of the UAVs, whilst this paper deals only with multirotor UAV applications. The special flying abilities of the multirotor UAVs (e.g. vertical take-off and landing, hovering, flying at extremely low altitudes and airspeeds) open new areas in UAV applications. Challenges of the modern era put many problems to be solved such as problems of safeguarding in civil life, handling disaster management tasks, border control, and, finally, solution of force protection tasks in operational theatre, or out of war theatre. Author will lay down a brand-new concept of the UAV system applied in bad visibility to improve efficiency of the solution of the force protection tasks, which reduces human resources needed for this purpose. The proposed Night Watchbird UAV system is a new one using modern methods and principles to reach basic goal of reconnaissance providing real-time information for commanders, and for military forces, in general.

Romania achieved full membership within ESA (European Space Agency) in 2011 and is actually involved in several European flagship space programmes. The “National Strategy for Space and Related Fields” is a strategic project funded through the Romanian Space Technology and Advanced Research Program (STAR), which is implemented by a consortium coordinated by IAROM S.A. One of the project goals is to identify national space- related technological capabilities and possible niches for Romania within the European space industry, as well as to identify cooperation opportunities within the mandatory and optional ESA programs. This paper presents an overview of the areas of expertise covered by projects contracted in 2012 and 2013 in the framework of the national space research and development programme. The paper does not cover industrial space contracts since they contain sensitive information.

Abstract

In the high voltage domain, the Corona discharge represents one of the most disturbing problems for the companies that transport electricity. Corona discharge is an electrical discharge brought on by the ionization of a fluid surrounding a conductor that is electrically energized. To combat this phenomenon it is necessary to keep high voltage power lines under surveillance and try to maintain losses at a reasonable value. The best manner to do this thing is by using a fixed-wing unmanned aircraft vehicle having on board the necessary sensors for detecting Corona discharge. In this paper we will focus on extracting and detecting high voltage lines from the images received from an UAV which will be analyzed using a number ofMATLAB functions. To detect lines into an image the Radon transformwill be used which is an integral transform that maps a function to its integrals over lines.

Abstract

In order to design and implement ballistic protective equipment, several common stages in developing any product must be taken (technical studies, technological demonstrators, prototypes, etc.). The final stage should be the testing-assessing of development phase, followed by the homologation of the product obtained, which is a compulsory stage. In order to characterize the properties of shock waves passing through various materials and media (air, water, materials for ballistic protection), certain techniques and working procedures were established. The most common method is testing in the shooting range where the real conditions of a detonation can be faithfully reproduced. Such tests, however, despite being the most accurate and reliable way to check the shock waves mitigation properties of materials, in addition to being extremely dangerous activities, most often require expensive materials and full-scale structures. In the first stage of development, the new materials have to be selected through the small scale tests performed in laboratory. This paper presents one test procedure that could be used to determine the capacity of the ballistic protection materials to mitigate the effects of the shock wave in laboratory conditions and at low cost.

Abstract

All types of economic institutions have the potential to gather large data volumes related to the activities they are performing. Usually it is possible for the management of such an institution to take advantage of the volume of data that is available and to take informed decisions, based on the knowledge gathered over extended periods of time, instead of taking decisions only by the experience of the management team. In such a way, success on the long term can be attained and the institutions can further improve the quality of their offer to the customers.

Decision support data is usually stored in specialized databases or data warehouses that are hosted on specialized servers. These servers must be secured against all types of events that can impede their correct functioning.

The present paper is focused on modelling and describing a work frame with the requirements that ensure the security of data used by economic organizations. Among these requirements can be mentioned: the existence of business continuation and disaster recovery plans, the existence of escalation paths for solving problems in a timely manner, preserving the uniformity of data in order to make analysis processes more straightforward, in a shorter period of time.

An important step in preparing a military operation is the planning one where resource requirements and related costs are assessed needed to conduct it under optimal conditions. One of the most important issues to be considered at this stage is that concerning the means of warfare which are necessary for fulfilling the tasks of the military operation. Due to these advantages, cold-formed steel structures are used in more technical fields including automotive industry, storage industry, military sheltering and of course building industry.

The paper is focused on the economic impact of using lightweight members for the main applications of these structures – roof structures and cladding support. Abstract

Since 2009 the Organization for the Prohibition of Chemical Weapons (OPCW) has been organizing and conducting confidence-building exercises for biomedical samples analysis. The purpose of the exercises was to begin and continue building expertise in the analysis of biomedical samples relevant to the investigation of incidents of alleged use of chemical weapons. The exercise consists of a number of samples for which the laboratory will be request to identify and determine the approximate concentration of a specified set of metabolic products of Chemical Weapons Convention scheduled chemicals.

The paper provides an overview of the current status of the confidence-building exercises and the implication of the Scientific Research Centre for CBRN Defence and Ecology to the OPCW’s programme for biomedical samples analysis.

The paper presents some aspects regarding the response of a protective structure under the impact produced by an aerial bomb. The top slab of the protective structure is composed by three layers of different materials: rigid layer made of concrete, elastic layer made by a powdered material (clay, sand etc.) and structural layer made of concrete. The theoretical, although useful, it has not captured all the details regarding the behaviour of a layered slab under such loadings. The paper addresses in terms of numerically study the influence of different parameters of the layers (thickness, material and layout) and weapons of destruction (speed and angle of inclination of the projectile) on the maximum deformation of the base layer of the layered slab.

Abstract

The paper presents the evaluation of the potential of occurrence and propagation of the progressive collapse for an industrial building made of precast and cast in place elements. A model was developed for the numerical evaluation using the method of applied elements and a demolition scenario was used through which the column was instantaneously removed. The potential of occurrence and development of collapse was studied, using scenarios of column removal in according to GSA 2003 as well as scenarios in which two or three columns were removed. The evaluation was based on the determination of the rotations of the beam ends. The obtained results highlighted the importance of the manner in which the structure is designed and built, of the height regime and structural conformity, on the collapse.

The working tool on the map is a device conceived and realized by the members of the research team on the project entitled “M.U.D.C.-01 Protractor of Angles, Distances and Coordinates”, an element of novelty which aims to solve a problem identified in the daily activity of the military and is ultimately an effective and modern way of working on military topographic maps as well as an easy way for implementing an expeditious procedures of topographic work in field measurement, for required land distances and angles of orientation and navigation. Abstract

The modern era, alongside with the very fast development of technology rise challenging threats to human establishments. A large number of industrial processes include the usage of substances that present themselves as dangerous for life. Therefore, one is obliged to look into ways of reducing the risk of accidents that could affect the population surrounding the industrial sites. Given the fact that Romania has signed the “Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction”, risk other than attack remains the main threat in the field. The article is aimed at studying what is considered to be the most vulnerable process – transportation of hazardous substances.

Zusammenfassung

Abstract

One of the most important parts of most equipment designated for breathing organs protection is an exhalation valve which basically determinates the quality of breathing organs protective equipment. Its quality and technical properties affect the quality of protective equipment as the whole set in a strong way. That is why an extraordinary attention has to be devoted in terms of the exhalation valve quality assessment. An aim of information is to point to some problems related to the evaluation of the breathing organs protective equipment quality.

Abstract

Current decontamination mixtures which are established within the Czech Armed Forces are designated for decontamination of all types of surfaces and they are very often prepared by specialists with practically no knowledge related to their destructive properties. The Czech Armed Forces Chemical Corps specialists are challenged to relatively new security threats concerning fight Chemical Warfare Agents and Toxic Industrial Materials in all type of military operations. The aim of the article is to discuss some security threats and some new trends within decontamination and point to the some influences on the Czech Armed Forces Chemical Corps specialists´ personnel protection.

Zusammenfassung

Abstract

The polymer composite materials properties are clearly determined by their constituent properties and by the micro-structural configuration.

Additives and modifiers ingredients can expand the usefulness of the polymeric matrix, enhance the processability or extend composite durability. The fibres are mainly responsible for the performance changing (strength and stiffness properties). The least structurally demanding cases is the arrangement of fibres randomly in polymeric matrix, when equal strength is achieved in all directions.

Fibre reinforced polymer materials can be successfully used in a wide range of applications and can significantly improve the characteristics of chemical protection equipments and foster the development of new ones with superior features.

The Study Of Special Vehicle Braking System Working Temperatures

Abstract

The paper presents the calculation of brake mechanism which involves determining the forces needed to be applied by the drive to reach the required braking moments at the wheel. The importance of braking system characteristics derived from how to active handle the vehicle and affect, in a decisive measure, valuing the performance of vehicle velocity and acceleration. Also, to assess the performance of braking mechanism, they aim to define the coefficient of efficiency and determining effectiveness characteristic depending on the thermal regime of work. Heating influences the dynamic performance of the vehicle brakes safely. To identify the evolution of brake heating they have become the realization of a measurement chain that was used for the measurement of all parameters during a long braking period. In the conclusions presented they show temperatures measured and how they could affect the determination of wear regime in operation.

Abstract

It is known that the forces and shocks that occur during the firing process of a firearm induce vibrations to the barrel of the weapon and to the weapon as a whole. There are flexural, longitudinal, radial and torsional vibrations. The most important ones are considered to be the flexural or bending vibrations, especially the ones recorded in the muzzle section. This paper presents a method of recording the flexural vibrations of the barrel in the muzzle section of a 5,56mm automatic rifle and the influence of muzzle devices, using modern equipment (high speed cameras) and dedicated software.

Abstract

This contribution deals with the topics of impacts of the regulating mechanisms on the protection of population against a specific form of terrorism. As a reference element for exploring the subjected intent, a regulating mechanism of legal character was selected by the author. As the assessment of the regulation of all CBRN components would be out of the framework of this type of work, the author limited his survey to the area of the combat chemical agents and industrially dangerous agents provided the survey model applied can be utilised to other means as well.

Research On Improving The Maintenance Activities For Military Vehicles

Abstract

The current maintenance system, preventively planned and applied to the military equipment according to the necessities, involves the rigorous execution of maintenance operations, which results in high costs and volume of work. These causes generally determine the formality of planned repairs and maintenance, with detrimental effects for the availability of vehicles. Moreover, the constructive-functional level of the current technical systems leads to the reorientation of adopting maintenance strategies that correspond to the availability level of the constructive kits to computerized diagnosis operations, such as the maintenance based on operational reliability. For some types of vehicles, the periodical technical inspection, besides allowing for regular traffic on public roads, can offer significant data for the managerial and technical implementation of the maintenance based on operational reliability within the military units. The paper aims at offering viable and efficient solutions for executing maintenance activities and for making vehicles available by turning to good account the data resulting from the technical diagnosis process, correlated with an optimal management of maintenance.

Analysis Regarding The Maintenance Efficiency Of Military Technical Systems

Zusammenfassung

Abstract

The purpose of this paper is to highlight the necessity of rethinking and restructuring the current system of maintenance for the military technical systems, based on the criteria of technical and economic efficiency of maintenance, as well as its management. The current maintenance system, rigorously planned and organized, but with irregular allocation of financial and material resources, could be made more efficient to the extent in which appropriate financial funds are provided and conceptual changes are brought to the objectives and to the content of the two components of maintenance, that of preventive maintenance (PREMENT) and of corrective maintenance (CORMENT) respectively. These changes at the operational level will be able to determine the reorientation of the financial resources towards maximizing the preventive maintenance activities. This is a major trend of the management of technical military systems maintenance within the NATO member states which results in important achievements in the field of manufacturing and employing military equipment.
