Introduction to the Special Issue: Debating Immigration in a Country of Emigration

<abstract xmlns="http://www.w3.org/1999/xhtml">During the last decades, the interest in migration policies has increased, both at institutional level and in academia. However, if the scientific understanding of policies associated with migration at destination has tremendously advanced, our knowledge about origin countries interventions in migration stays limited. Our paper addresses one of the largely unexplored topic of this area: if and what kind of policies supporting return/returnees the returnees themselves find appropriate. The analysis is based on 120 interviews with Romanian returnees, aged 18 to 39, coming back after at least 6 months of working or studying abroad in different EU countries. The article reveals that even if the return policies are generally positively evaluated by the Romanian returned migrants, not all of them support the idea of having policies specially designed for attracting migrants back to the origin country. Some of them simply reject the idea and others are sceptical about the state capacity of implementing this type of policies. The paper explores all the main clusters of attitudes towards return migration policies and illustrates each of them with excerpts from in-depth interviews.</abstract>

Do Return Migration Policies Matter? A typology of young Romanian returnees’ attitudes towards return policies

<abstract xmlns="http://www.w3.org/1999/xhtml">In this paper we aim to investigate the effects and outcomes of the integration system and reveal through data analysis the experiences of immigrants coming to Romania. Traditionally a country of emigration, Romania is becoming an emerging immigrant destination, with people coming from countries like Nepal, Vietnam, China. The study relies on a data set collected in two stages in 2017 (N=537) and 2018 (N=645), amongst immigrants residing in Romania. Measures of labor market integration were analysed from a multidimensional perspective, mapping out patterns of integration as well as the experiences and challenges faced by the newcomers in their attempt to obtain a satisfactory employment status. The results indicate that Romania is becoming an emerging immigration destination, experiencing a steady increase and diversification of immigration flow. In 2018, the number of those that come here to work exceeded the number of those that came to study, representing the second most important reason of entry after those who came for family reunion (IGI 2018).</abstract>

Economic migration and challenges in an emerging Eastern European destination country: evidence about immigrant labor market integration in Romania

<abstract xmlns="http://www.w3.org/1999/xhtml">Few migrants visit and stay in Romania. However, this situation is prone to change with Romania’s imminent joining the Schengen treaty and the critical labor force shortages. It is not a surprise that Romanian institutions are trying to prepare and train for accommodating workers coming from other regions of the world. This paper describes the current housing and status of immigrants in Romania including the perception and the living conditions of immigrants from Romania. Tentatively, I will show that overall living conditions are good but somewhat worse than the locals. Finally, I associate the living conditions to predictors identified in other studies such as income and type of activity performed in the host country. The study is exploratory and intends to reveal information on how immigrants report on their living status in Romania.</abstract>

The Housing of Immigrants in Romania

<abstract xmlns="http://www.w3.org/1999/xhtml">The purpose of this study is to develop a framework to measure immigrant integration in emerging immigrant destinations. After several decades of intensive research, the definition and assessment of immigrants’ integration remains elusive. Increasingly more attempts have been made to foster scientific progress in the field in the las decades. Yet, immigrant integration in emerging destination countries remains particularly little studied despite several calls for more research on the topic. The developed integration framework (i.e. the Integration Score) is composed of 6 dimensions and 24 indicators of integration (4 indicators for every dimension). To empirically test the validity and internal consistency of the Integration Score, this article uses unique data collected as part of the Romanian Immigrant Integration Index (IIIR) research project consisting of a sample of 645 immigrant respondents from Romania. The empirical tests prove the validity and internal consistency of the proposed integration framework. The implications of this study are that a gap in the literature was addressed and this can play a key role in better understanding immigrant integration by offering a different view on how integration unfolds in societies with minimal institutional support.</abstract>
