Prevention through spatial planning?

Abstrakt

Abstract

The potentials and limitations of the mitigation of environmental risk through spatial planning is the central issue of the article. Mitigation is to be realized productively during and after a disastrous event is the thesis of this article. Nevertheless, this ”Window of Opportunity” is not applicable in Germany, since disaster control makes no reference to mitigation and the institution of spatial planning has insufficient competence of implementation. Therefore it will be outlined a procedure, which uses the window, focuses on the level of communities and demands alteration on the federal level. The institution of spatial planning holds an important position in this procedure.

Information management in water management and spatial planning in the Course of River-Flood-prevention

Abstrakt

Abstract

In the last few years flood prevention has been recognized to be an issue that requires a collaborative approach of a variety of stakeholders. Amongst these, spatial planning and water management agencies play key roles. So far, these stakeholders’ performances have been hampered due to major deficiencies in accessing relevant information. This article investigates this shortcoming. It develops suggestions for how to collect, manage and distribute information in order to make full use of tools and orders that have already been implemented in planning law and policies.

Abstrakt

Abstract

The prevention of hazardous incidents belongs to the responsibility of spatial planning, but is not yet systematically considered in decisions of spatial planning. This article researches, how instruments of urban and regional planning can contribute to the prevention of hazardous incidents in technical establishments and how these instruments can be optimized or improved. The author outlines the existing laws, decrees and directives, which affect the risk management of spatial planning. The development of a three-phase riskinformation-system enables the derivation of different risk-areas for a better consideration of technical risks by urban and regional planning.

L.A. as urban Kaleidoscope

Abstrakt

Abstract

Using Los Angeles as paradigmatic example for a wide array of issues in contemporary urban development, urban scholars have, since the mid-1980s, discussed L.A.’s post-fordist industrial agglomeration, its sprawling urban landscape and the region’s role as nexus in global economic networks and as major region of international immigration. More recently, the focus of urban scholarship on L.A. has come to include topics such as the heterogeneous cultural and spatial politics of identity, political struggles over urban spaces, and the unmet challenges of developing an ecologically sustainable urban theory and practice. In a comparative transatlantic perspective, an L.A. case study can help to identify central dynamics and core challenges in contemporary and future urban development. Based on a systematic analysis of urban development processes in L.A., debates about the “Americanization” of European or German cities can be criticised as tending to be overtly simplified and ideologically totalizing.

Abstract

The Scottish Highlands and Islands have been classified as one of the classic rural peripheries within Europe for a long time. Against this background the paper summarizes the historical development and the process of marginalisation the Highlands and Islands have experienced, in particular describing the regional policy measures applied over the last 40 years. Further focus lies on the current discussion of so called integrated rural development concepts that form the core of a more general reform of concepts, programmes and instruments in Scottish regional policy.

Organisational model for the management of urban quarters

Abstrakt

Abstract

The management of urban quarters is a new instrument of space-related development governance (in particular social urban renewal). In order to help it to achieve the intended impacts, governance functions must be institutionalised that reach, according to the principle of countercurrents, from the local policy level via the governance level of urban administrations to the normative definition of goals by municipal policy. On the basis of current research results, an ideal organisational model for the management of urban quarters is outlined, in which formal decision-making and information procedures between the local level and the level of the entire city as well as informal network structures are combined locally.
