The Role of Public-Private Partnerships in Higher Education How Tertiary Institutions in emerging Economies benefit from Public-Private Partnerships

Data publikacji: 16 Jan 2018
Zakres stron: 1 - 7

Abstrakt

Abstract

The number of Public-Private Partnerships in the education sector is growing in developing and emerging economies. Traditionally governments are the main financial contributor to education however, the involvement of the private sector is an increasing one. While more established in primary and secondary education, PPPs in tertiary education are a phenomenon rather slowly growing in the past decades (Patrinos, Barrera-Osorio, & Guaqueta, 2009). There are various concepts of PPPs in higher education each targeting different goals. In order to give an insight into different types of PPPs, the typology according to Mabizela has been briefly displayed and the case of a PPP in Namibia is given. The framework of the partnership was compiled to give an outlook on the practicability of partnerships. The paper exemplifies that both partners within a PPP can benefit from the added value they may generate for their target group. Thus, the benefit depends on quality, relevance and execution of the partnership.

Using AHP and VIKOR to evaluate the hotel industry of eight European countries

Data publikacji: 16 Jan 2018
Zakres stron: 8 - 13

Abstrakt

Abstract

The purpose of this work is to provide a ranking of eight European countries concerning their hotel industry. We have drawn data from TripAdvisor with various features, like the location of each hotel, the cleanness, the number of the rooms, the price of each hotel and other similar criteria. The analysis was conducted by using two multicriteria analysis methods, namely AHP and VIKOR. Specifically, the well known AHP method will help us to calculate the weights of the criteria and the ranking of the alternatives is provided by VIKOR. The obtained results provide vital information, more specifically which country has the more attractive hotel industry, compared with the other countries. Based on the obtained results in this research, we can see that there are two countries with the best hotel services and the ranking has a particular interest, as all eight countries are famous for their tourist services.

Job matching as a new challenge for work performance

Data publikacji: 16 Jan 2018
Zakres stron: 14 - 19

Abstrakt

Abstract

In actual challenging environment, progress and growth is more than an economic issue and it involve human capital, development of human resources in terms of knowledge, skills, and competences. The workforce offer and demand is not sufficient to make progress but we need a concept that bring together skills, competency, jobs and productivity that drive economic growth. From the perspective of this paper, we deal with job mismatch as a qualitative imbalance that occurs when the characteristics of workers (level of education, qualification, skills) are not in direct relation with the work requirements, with accent on education requirements. I present some analytical highlights on education-job mismatch at European level and in Romania. Education requirements of jobs vary across countries. In Romania, almost 60% of adult employees, consider medium level of qualification is sufficient to do the job. Remarcable is that the procent is the highest amoung all responders from European countries. The subject have great importance to improve the matching as equilibrium between educational offer for developing skills, competences, knowledge with occupational requirements coming from changing business environment.

Teaching Professional and Technical Communication: The Case of Technical Documentation

Data publikacji: 16 Jan 2018
Zakres stron: 20 - 24

Abstrakt

Abstract

The present article highlights important aspects that need to be considered in the design of the academic linguistic training oriented to develop students’ technical documentation-related writing skills viewed as critical career-boosting skills that influence and condition employees’ promotion and graduates’ hiring chances. Technical documentation is an umbrella term covering different types of technical documents (e.g. technical reports, manufacturing standards, installation guides, quick references cards, troubleshooting guides, release notes, etc.) which, irrespective of usage or function, observe general characteristics and share essential features whose effective recognition and knowledgeability facilitate students’ upward career trajectory. The topic is discussed from the perspective of two teaching priorities - awareness of stylistic features characteristic of technical documentation and awareness of performance standards in terms of technical documentation production - within the ESP (English for Specific Purposes) and BELF (English as Business Lingua Franca) frameworks that prioritize the performative and lingua franca dimensions of the English language use in the currently-emerging globalized workplaces.

Research on identifying opportunities to improve collaboration between companies and professors from technical higher education

Data publikacji: 16 Jan 2018
Zakres stron: 25 - 34

Abstrakt

Abstract

We live in an extremely dynamic society in which classical approaches applied by companies no longer provide viable solutions to the problems they face on the market every day. Companies that will be able to quickly access information, qualified workforce and innovative solutions will be successful. This goal can only be achieved by those companies that will actively involve universities in their “life” through research partnerships, professional training programs, etc. thus being able to respond effectively to the market demands. The paper presents the results obtained through the achieved research by processing of the information collected from the teaching staff of the Technical University of Cluj-Napoca and the companies' representatives from Satu-Mare participating in the events of the project “Specialists for Satu-Mare”. The most important findings are: the need to develop training courses and to involve professors in research activity in order to design, develop and implement new products. Finally, proposals are being made to improve the collaboration between companies and professors.

Abstract

Through this paper, the authors have propose to briefly illustrate the shift from the “approach of knowledge as a product” to the “approach of knowledge as a process”, conducted through the Bologna Process in technical higher education. In this latter approach, the emphasis is on student rather than on teacher, as it is in the case of traditional higher education. The applied research was conducted at the Satu-Mare Branch of the Technical University of Cluj-Napoca through the project “Specialists for Satu-Mare” and the survey was used as method and the questionnaire as tool. The information gathered through the questionnaires distributed to both parties involved: students and teachers were analyzed. The aim of the research is to identify possible malfunctions and to propose recommendations for improving interactions in the educational process. The most important findings are: the need for the learning process to transfer especially practical knowledge and the promotion of “Professor Bologna's portrait” among teachers obtained as a result of applied research.

Criterial suppliers’ evaluation model aimed at SCM performance, production and engineering process’s improvement

Data publikacji: 16 Jan 2018
Zakres stron: 45 - 51

Abstrakt

Abstract

This paper focuses on the suppliers’ evaluation and selection and aims to develop a criterial model of suppliers’ evaluation as an innovative method for engineering and business education. This new method comes with the purpose of organisational supply chain management performance growth, by improving the entire supply chain system and engineering process, and bringing contribution to the specialty literature in this field. The research methodology is based on qualitative research. The bibliographic research from various secondary sources is used, such as diverse books, scientific articles, reports and information material. In order to achieve a high performance in an organisation it is necessary to monitor and control the procurement process. Certain gaps have been identified in identifying a supplier rating and selection system based on both logistical, financial, price or quality aspects. As an own contribution, this paper proposes a criterial model of evaluating and selecting suppliers, based on specific aspects related to the product, services, delivery and to the financial situation. The motivation of choosing this model is found in its capacity of noticing the negative aspects regarding the relationship between an organisation and its suppliers and finding out the improvement aspects, with a high impact on the engineering process’ and supply chain management’s improvement. The model offers the possibility to benchmark the suppliers, aspect which favours the potential collaboration with future suppliers.

Abstract

The development of the business - industry environment is unconceivable without the involvement of academia. On one hand, the universities can provide new perspectives and know-how which can be further translated into exquisite products and services for companies. On the other hand, the business environment can raise practical problems and challenges for academia, providing in the same time material support for finding solutions to these problems. This paper presents a successful partnership between business and academia materialized in the development of a robotized semiautomatic motorcycle transmission. Since the solutions existing on the market did not meet the specific requirements of our industrial partner, we were asked to design an innovative and cost effective clutch and gearbox mechanism. The paper presents all the stages passed from establishing specific objectives and tasks for each member of the project’s team, the specific steps followed in order to develop the clutch operation mechanism and the gear mechanism, the obstacles and failures encountered during the design process and the testing procedures, the optimizations implemented, up to the final solution. Abstract

The basics of product and service branding are generally the same. However, creating a brand for a company that offers services requires more effort because the services are hard to visualize and each client has different expectations. More than promoting any of the services, branding aims to create a perception of trust so that the brand name to be associated with integrity, quality, and innovation. The purpose of this paper is to determine how entrepreneurs develop their service-based business through social networks branding and also what are the benefits obtained from each method. The authors have researched previously what is the impact of social network marketing on business development and noticed that service-based businesses tend to obtain benefits from different activities comparing to product-based businesses. The authors researched through a semistructured questionnaire the online activities of 71 SMEs from Bucharest that offer various types of services to their customers. The results obtained are then correlated with the online and offline performance of the company.

Abstract

Assessment of efficiency in spending public funds for higher education is an important task of the Ministry of National Education. This paper illustrates the application of some models of Data Envelopment Analysis (DEA) to evaluate the relative efficiency of public universities from Romania using data collected from the official reports of the universities’ Rectors throughout the years 2012- 2015. We use the constant returns to scale (CRS) model and the variable returns to scale (VRS) model to determine the output. Afterwards, we calculate the value of scale efficiency. Based on these results, universities can be grouped into several layers of efficiency. We conclude that public authorities would consider the application of DEA method to generate additional performance indicators in assessing higher education institutions for improving accuracy in public funds allocation and distribution.

Abstract

For many educational engineering projects running in Universities, a data acquisition system is a key component. Buying a system from the market is a viable option but many times the cost of it is prohibitive for the low budgets of University projects. This paper investigates the idea of implementing an own data acquisition system with use in small educational projects. Together with the advantage of cost reduction, an own implementation is an engineering exercise in itself, providing learning opportunities for the student. The paper presents first the results of a market scan for development platforms which can be used and then an example implementation of a simple data acquisition system using a low cost development platform. The performance of the implemented system is measured and presented. The main purpose of this paper is to encourage students and young researchers to implement their own tools, using this learning experiences along the way of meeting the project targets.

Abstract

Referring to the content of a semester or a graduating period project during the Mechanical Engineering studies, two types of activities are to be highlighted: the first one is to approximate the assembly components dimensions and to check the stress values they are confronted to and the second one is to give them the final shape with all their details, whether or not opposing to the operating efforts. In order to obtain a better project is necessary that this process develops under multiple iterations, consecutively modifying certain dimensions and visualizing the resulting geometry. Starting from these considerations the authors have projected a calculation and visualization system of the geometry of the components forming the mechanism of an internal combustion engines. This system contains data and model files under a parametric form with reciprocate connection to visualize the resulting form after each dimension modification and its verification to the efforts. This method allows to stream as numerous as necessary iterations in identifying the right dimensions and the appropriate forms.

Innovative new methods. From theory to practice

Abstract

This article is related about the implementation of an experience based approach when teaching science to preschoolers. The research was done with the idea in mind of "learning by doing" derived from the Child Centered Education theory of Pedagogy. The experimental group was formed of 15 children aged 4-5 years who have been taught about the concept of water circuit in nature by a group of 3rd graders who used the experimental method. The same concept was presented only by the teacher to a control group (N=15). The level of comprehension of the concept was measured to see if there were differences between the two groups. The experimental group scored higher in comprehension, memorisation and practice than the control group. The main focus of the study is to develop an environment where classes are associated by different levels (primary and preschool) so that the older children can teach younger children concepts otherwise hard to understand. Alternative educational groupings could generate a more profound comprehension of difficult subjects. The results of the study encourage the idea of breaking lines between age-groups and subjects. The current generation has found interest in technology development, regardless of age. Also, the older children can use their theory comprehension filters as foundation for teaching structures to younger children. The guided use of technology in the classroom should be the main preoccupation of teachers in order to enhance student performance and love for learning. Such pairing methods can help both teachers and students together. We believe this program can be multiplied in any school.

Abstrakt

Abstract

Experiential learning implying living animals is a powerful tool for accessing positive emotions such as curiosity as well as for changing attitudes or acquiring new values for the further development of the pupils or students. However, formal curricula in schools is legally binding document for ensuring its contribution to agreed competencies, skills, attitudes and values. Therefore, the classical manuals are more cheap and easy to be implemented in the class. However, curricula are not excluding the development of activities in the class in the same curricula in Romania as in many other countries. The purpose of this article is to evaluate knowledge generation based on experiential learning. As a methodology specific lessons and methods have been implemented in curricular and extracurricular activities implying living ants during the biology class of VI grade under the curricula lesson entitled Insects. Our results proved that implementing activities with living animals is positively correlated with an increased curiosity, selfreflection, responsibility and prejudice phasing out. Moreover, tested pupils passed all evaluation tests even they mist, some of activities compared to control group that was learn by classic methods. Parents tests results proved that these emotions and attitudes are also observed during their home activities.

How Did I Become a Good Teacher? Implications for Teacher Education

Data publikacji: 16 Jan 2018
Zakres stron: 223 - 232

Abstrakt

Abstract

The professional standards for teachers provide the competences needed for this occupation, in function of the level of education and of the career stages. This study aims to discover the most important training factors which contribute to the acquisition of teacher competences and to establish the implications for teacher education. We have used a mixed-method design as the procedure for collecting, analyzing, and combining both quantitative and qualitative data. To detect the main agents in the teacher competences’ achievement, we applied a questionnaire and we asked the personal opinion of the teachers regarding their evolution in the career. The findings indicated that the principal factor was the individual study, followed by the continuing professional development, through training courses, the collaborative learning, and, almost on the last place, the initial teacher education. Implications for teacher education: the changes in the future are incalculable, so we have to rethink the teacher education to ensure future teachers able to learn and adapt themselves to different conditions. We appreciate the recommendations to reform teacher education in the context of lifelong learning very useful (Dolan, 2012) and we will study the applicability of them in our university.

Ten Years of “Object First”

Data publikacji: 16 Jan 2018
Zakres stron: 233 - 239

Abstrakt

Abstract

Teaching programming to newbies is still an ongoing challenge. Strongly worded, either students can program when they enter the university or they never learn it. The challenge is to address as many students as possible in such a way that they get an understanding of programming and become able to complete the course successfully. In contrary to traditional structured programming the Objects-First approach starts with classes and objects and introduces data types and programming statements whenever they are necessary to define the structure or behaviour of objects. The author has used the Objects-First approach for more than ten years. Almost the same content has been used all over the years but the way of teaching has changed. For the last two years the author has used elements of just-in-time teaching. The paper reviews the different teaching approaches based on the exams results. The author argues that teaching style has a minor influence. The social atmosphere among the students is a more crucial factor.

An Extension of the VSM Documents Representation using Word Embedding

Data publikacji: 16 Jan 2018
Zakres stron: 249 - 257

Abstrakt

Abstract

In this paper, we will present experiments that try to integrate the power of Word Embedding representation in real problems for documents classification. Word Embedding is a new tendency used in the natural language processing domain that tries to represent each word from the document in a vector format. This representation embeds the semantically context in that the word occurs more frequently. We include this new representation in a classical VSM document representation and evaluate it using a learning algorithm based on the Support Vector Machine. This new added information makes the classification to be more difficult because it increases the learning time and the memory needed. The obtained results are slightly weaker comparatively with the classical VSM document representation. By adding the WE representation to the classical VSM representation we want to improve the current educational paradigm for the computer science students which is generally limited to the VSM representation.

Abstract

In the absence of globally coherent specifications and standards, digitalization would never have spread across the world in such a huge extent as it did. The availability of digital technologies has significantly increased in the last decade, shifting the focus of policy-makers from on the diffusion of these technologies to their usage by governments, companies and also individuals. Actually, digital technologies and internet became the main forces for transforming the modern world and its economy. Activating within a turbulent environment, Romania faced many challenges in the last three years, but it managed to perform better from period to period. Relative to the past performance, Romania registers a higher rate of digitalization, benefiting from coverage of rapid broadband connections, mostly in urban areas. This made Romania having the second highest share of subscriptions within the EU in 2016. Romania has developed increasingly fast over the last years and reached a position closer to the EU average, which translates into a positive evolution. While positive, the obtained results are not enough to compensate the country’s digital skills deficit.

Abstract

The purpose of this paper is to analyze and improve through recommendations the revenue management, in this case the turnover, applied by changing the method of feeding calves with age ranging from 0 to 6 months from the zootechnical farm at the Development and Research Center for Cattle Breeding from Arad. This will be achieved by using an approved and certified feed substitute (milk powder) to feed the calves instead of the cow’s milk so that the milk produced by the dairy cows can be delivered to customers. The differences between the cost of buying and feeding calves with this substitute and the income from selling milk are substantial. By this method, the income of the resort and that of any zootechnical farm will be maximized without endangering the health of the calves or the end-users. At the same time, we will disseminate the results obtained by applying this method in 2016, the results being conclusive.

Abstrakt

Abstract

The aim of this paper is to analyse from the educational point of view which are the interactions between online and offline, starting from a set of values that contribute to the stability and functionality of the knowledge-based economy. There are four factors that allow the integration and sharing of values through online and offline interactions: organizational culture, digital technology, implementation of creative methodologies and digital transformation. In this respect, the interactions specific to systems based on open governance were analyzed. Interactions between online and offline are also very important in the educational process. For this reason, we introduced a new concept, called TOTO ("Teaching Online, Transfer Offline" ↔ "Transfer Offline, Teaching Online"). This slogan is meant to promote the acquisition and transfer of knowledge in the future. Particular importance was given to studying the effects of the interactions between Personal Online Learning Networks and Offline Learning Teams. Since social media is a common tool for most socio-economic activities, it has been considered necessary to carry out a case study on the interactions specific to this environment.

Dropout of first year undergraduate students: A case study of engineering students

Data publikacji: 16 Jan 2018
Zakres stron: 349 - 356

Abstrakt

Abstract

The phenomenon of drop out studies appears in the current Romanian context as an acute problem of the national education system. In the present research we will try to identify how factors such as the average obtained in the baccalaureate exam, the place of provenance and the number of credits obtained at the end of the first year of study influence the abandonment. Using a bivariate analysis method, we followed the correlation between the variables "number of students expelled after the first year of study" in the case of students enrolled in the first year of study and having obtained a "grade less than or equal to 7 in the baccalaureate exam" and, respectively the correlation between the variable "number of students expelled after the first year of study" and the origin from urban or rural areas. As can be seen from the data collected, an obvious need to investigate the expectation of students at high risk of drop out - as regards the teacher-student relationship - can be presumed: what are the most effective ways of transmitting knowledge and what communication is acceptable by college students.

Abstract

There is a fracture at the level of teaching - between the content of the courses and the meaning that the individual person extrapolates at personal level, and it is from this level of the individual sense that the intrinsic motivations which lead people to fulfillment start. The sense distance is noted in the field of all areas when teaching focuses on information transfer within the respective subject matters, so that the bases of the theories taught are considered nonnegotiable. In this context, the individual cannot be aligned and is basically bound to become a professional and social machine. The solution proposed is to design a motivational seminar to synchronize students with the significant values and histories of each subject matter.

Abstract

The human abilities to use nature’s materials and force to their benefit, by means of engineering applications has made the human development possible. Multiple factors have influenced the human development, sometimes accelerating it, other times slowing it down to annulation. Although it is known and accepted that creativity’s role is essential in engineering performances, the neglecting of creativity in engineering education is not understood. The graduates from Anglo-Saxon countries and Europe reduced creative potential and the lack of necessary abilities concerning the solving of the companies’ problems have been emphasized by specialists in education and governmental reports reinforces the need to creativity in engineering education. The diagram of engineering education presented in the paper defines in conceptual terms the way engineering study programs can be developed with an adequate creative composition. The evaluation of the students’ creativity level at the master and doctoral levels of engineering programs belonging to two European universities has shown the need for improving creativity solutions. The development of creative abilities can be realized by formulating creative objectives which are specific to learning: creative evaluating topics, open projects, answering topics, originality of solutions and the use of projects method.

Abstract

The current changes and challenges of the economic and financial environments have created a need for further development in the way higher education, organizations and management systems view the sustainable development and business education. The purpose of this paper is to examine different aspects and approaches regarding sustainability, sustainable development, and Corporate Social Responsibility (CSR) in the context of business education. The research is based on a literature review, on the experience gained as a result of our participation in various projects and international activities regarding the above-mentioned concepts, and on the results of several qualitative and quantitative marketing researches developed by the authors. Based on these findings we are underlining the fact that the concepts related to CSR and its components are not well known by managers of companies and public institutions and we also point out the fact that the respondents that have knowledge and skills in this field, have acquired most of them outside the formal education system. Furthermore, the paper contributes to the discussion needed to take place in order to understand that universities should make important steps not only for reorienting curriculum, developing programs, and modules, but also in implementing innovative teaching methods in order to integrate such topics in their educational programs.

To this end, the project uses a bottom-up approach by collecting examples of good practice from across Europe and using these to help inform the development, piloting and validation of a set of completely new benchmark standards. These standards are providing a Common Reference Framework for University Social Responsibility across the European Higher Education Area that is consistent with USR being a Core Competence of European universities by covering the following four areas: Research, Teaching, Support for Learning and Public Engagement.

Abstrakt

Abstract

The research object of this paper is the 66 students of Groundwater science and engineering in Heibei GEO University. Their 11 courses’ exam scores in grade 3 were analyzed by principal component analysis (PCA). The results show that the course system is basically reasonable, because most of the score of the curriculums in PC1 are consistent with each other. What’s more, the results show that the professional basic courses laid a good foundation for the development of other courses. At the same time, the weakness of the curriculums has been reflected during the study. The content of the professional practice may need to be adjusted because it failed to transform the theoretical knowledge to practical application.

Abstrakt

Abstrakt

Abstrakt

Abstract

EU-USR project (http://www.eu-usr.eu) was conceived as a response to the policy priority of the European Commission about the need for a common social responsibility strategy for all European universities. In this context, the EU-USR project creates a European model to enhance social responsibility of universities in a long-term perspective.

Data publikacji: 16 Jan 2018
Zakres stron: 446 - 449

Abstrakt
