With the opening of the inner-German boundaries in 1989, the unification of Germany and the following upheavals in numerous sectors of life in East Germany, the general conditions for spatial mobility in Germany were redefined. Since then the marked migration losses of the new federal states (Länder) and the re-emergence of migrations from the cities to suburban areas have overlapped the continuous shifts of predominant migration linkages that also occur in the west. This article considers the question how internal migrations have developed more than a decade after the unification, which prominent patterns have emerged and in what way a transition from historic reversals towards a new normality has taken place.

Rural peripheral areas in East Germany are often perceived as difficult regional cases for revitalisation; however, the problems in these regions are relatively neglected in comparison to the population decline or the degradation of accommodation in urban areas. In the context of regional development the aspects of the extent and motivation of elderly migrants into these areas are also marginalized. Although the current debates on the demographical change encompass rural areas as well the re-interpretation of the post-productivist life phase of the elderly and their impact on those areas deserves more attention. The paper presents the results from an enquiry amongst elderly migrants into the rural areas of Brandenburg and assesses their “potential” for rural development. Finally, the results from the enquiry lead to the consideration of necessary changes and improvements for spatial planning specifically aimed at the needs of the elderly.

Population development in a prosperous region

The prosperous Stuttgart Region has had a comparable positive population development in the past due to migration and birth surpluses. On the one hand the migration of young German and particularly foreign population has led to a positive natural balance and therefore to a relative advantageous demographical position against the background of an ageing society. On the other hand the proportion of often lowly qualified foreigners rose to nearly 17 percent. The following article describes the specific population development in the Stuttgart Region in the past and the forecasted progression, considering the aspects of immigration, ageing and social integration.

Spatial planning and the bodies responsible for the provision of public amenities / infrastructure services must adapt early and to regionally different extents to a general population decline, to ageing and to the internationalisation of the population. The adaptation requirements resulting from the spatial dimension of demographic change call for a positioning of spatial planning: starting with an examination of spatial planning models and objectives with open results, for instance the maintenance of the postulate of equivalent living conditions, to an examination of the procedures and instruments to fulfil the co-ordination task of spatial planning at the different spatial levels. Demonstration projects also play an important role as an action area of the Federal Government. They provide the opportunity to develop and test innovative policy approaches of spatial planning in collaboration with local protagonists in the regions. The article presents the current demonstration projects of spatial planning in the thematic focus ”Infrastructure and Demographic Change“ and reports on first results. Strategies and concepts to safeguard an appropriate regional supply of infrastructure are in the centre of interest in this context.

Coping with demographic change constitutes one of the central challenges of the states and societies in Europe for the coming decades. Following a short review of the regional impacts of demographic change and the related policy requirements of spatial planning, the article aims to consider the variety of research projects which the German Academy for Regional Research and Regional Planning (ARL) is carrying out at present in the thematic field ”Spatial Impacts of Demographic Change“.
