This article evaluates German local governments' cost efficiency using a sample of 1,021 municipalities in the state of Baden-Württemberg for the year 2001. We thereby concentrate on overall or 'global' efficiency scores—rather than estimate efficiency for one particular service—and explicitly account for exogenous or non-discretionary influences. The latter not only corrects for influences possibly beyond the control of local policy-makers, but also allows some indication of the determinants of such 'global' efficiency. Our results indicate that there is a substantial divergence in efficiency across municipalities despite a homogeneous institutional setting. As especially smaller municipalities appear less efficient, these results support a case for policy programmes aimed at boundary reviews or more extensive inter-communal cooperation among small municipalities.

The purpose of this paper is to analyze the optimal scale of local jurisdictions (cantons) in Switzerland applying Data Envelopment Analysis to the years 2000– 2004. Aggregate output performance indicators for four local government activities (administration, education, health, and transportation) are used to measure technical and scale efficiency and to derive Data Envelopment Analysis scores. Results show that these public services fail to exhibit economies of scale, undermining quests for centralization of public good provision while suggesting the possibility of Tiebout competition.

In this contribution we analyze the determinants of the efficiency of municipal service provision using the example of the German state of Saxony-Anhalt. The focus lies on the effects of municipality size, institutional setting and spatial or demographic factors. We perform anon-parametric efficiency estimation (Data Envelopment Analysis and the Convex order-m approach). In contrast to previous studies, we choose the aggregate budget of municipal associations as the object of our analysis since important competences are settled at the joint administrative level. The results show that municipal associations do not necessarily have to be less efficient than independent municipalities. Furthermore, the results for scale efficiency indicate that most municipalities of Saxony-Anhalt had a sufficiently efficient “firm size” in 2004. Moreover, demographic factors and settlement structures have a significant effect on the technical efficiency of towns and municipalities: While a higher population density might be, to some extent, efficiency-enhancing, an increasing share of senior citizens or population growth might have the opposite effect. The integration of spatial interdependencies in efficiency estimations is a complex problem that has only been solved insufficiently yet.

Is the Car Dependency of Urban and Rural Residents a Measurable Phenomenon?

There is much agreement among spatial and transport planners that urban and rural areas have increasingly become dependent on motorized transport over time, and have therefore also become more energy intensive. This paper understands "automobile dependence" as a form of structural dependence on the availability of the private motor car which results from a lack of alternative mobility options. It introduces a methodological approach for a location sensitive assessment of settlement structures with regards to their degree of automobile dependence. The methodology is based on an indicator concept that analyses the availability and quality of public transport and the accessibility of critical facilities with non-motorized transport options. The study approach is implemented in the Stuttgart region and allows for an absolute or relative assessment of car dependency in various spatial units. The results provide evidence for the existence of urban areas with a significant structural automobile dependence in Stuttgart, even in a region where public transport is generally highly developed.

Growth, Innovation, Metropolitan Regions. Reconstructing the Recent Modernisation of Spatial Development Guidelines in Germany

This paper explores the background and justification of the process of re-orienting spatial development policies in Germany that occurred at the latest since the 2000s. Two subjects of research are investigated in certain detail: first, it focusses on the “ New Guidelines for Spatial Development”, which were released in 2006 by the Conference of State and Federal Ministers responsible for Spatial Development in Germany, particularly Guideline No. 1 “Growth and Innovation”. Second, the category of Metropolitan Regions, which was introduced since the mid-1990s, is being assessed here. Both subjects and the underlying processes are critically discussed from a discourse analysis perspective. This means that research takes into account the ideological contexts within which such issues emerge and are being framed. It is certainly clear that even scientific perspectives on space are by far not independent from individual interpretations. The paper considers both the new guidelines and also the politically designated metropolitan regions as theoretically contradictory, empirically vague and conceptually fragile. Thus, a related claim evolving from our research demands a more pluralistic debate. Moreover, these ideas can also be understood as a contribution to further developing future guidelines for spatial development and thus also the self-conception of spatial policy as such.
