The current situation in industrial real estate development is characterised by a paradox: open space is stili under attack although enough reserves are available in sum. However, the supplied real estates do not fit within the given demand in terms of location and quality. Causing factors are the existing supply-oriented urban planning law, but also a regional planning model which allocates concrete settlement areas. In these terms, the presented paper offers a new concept which aims at a quantity control of industrial real estates in combination with contractual agreements within a region between the municipalities and the regional planning authority.

Swiss companies – quo vaditis?

Abstract

Abstract

This paper explores the business demographics of the Swiss cantons of St. Gallen and the two Appenzells between the years of 1991 and 2006 using entries to the business registers of the these three cantons. Of particular interest are the influences of age, size, industry branch and location on company migration behaviour. In addition, the central spatial distribution of business formations and closures is observed. In a first step, the interrelations are described for the observed business demographic results. Then, the individual effects are tested and quantified with a logit-loglinear model. The model selected makes it possible to explore and quantify the interaction effects between the variables on business demographic behaviour. The results prove that all Jour factors influence the demographic behaviour of companies. The comparison between the influence of age and size show that age is the predominant variable on migration behaviour whereas the size of a business has a noticeable effect on the exit rate.

By implementing the ‘“Regionalen Flächennutzungsplan” (RFNP, in sense of a regional joint preparatory land-use plan), “preparatory land-use planning” and “regional planning” are pooled together to one planning. This article shows possibilities for an evaluation of such a planning. First, basic characteristics of the RFNP and the results of a survey about the image of the RFNP are presented.

After having given an introduction about options for the systematisation of the RFNP-process as well as about the difficulties to find a definition of its success, different modules for an evaluation step by step are elaborated. In addition, those groups of actors and methods required to collect appropriate data are shown.

Regularly, new concepts on how the territory should develop arise in spatial planning politics. Previous ideas include: active or passive restructuring, functionally balanced territories or interregional specialization, target for balance or growth. Current discussions are concerned with European metropolitan regions and territorial cohesion. This contribution seeks a theoretical foundation of the metropolitan-oriented policy. Three main implications for territorial cohesion are derived from these theories and concepts. The possibilities of compensation payments, spili over effects and interregional specialization are identified and critically analysed. Thus, the article demonstrates the lack of clarity in theory and the conflicts between the objective and the concept.

The Federal Ministry of Transport, Building and Urban Affairs presented a first draft of the new Regional Planning Act. The draft adopts the well-established mechanisms and instruments of the actual legislation and enhances them. It intends to provide a full federal regulation of regional planning, at the same time the draft aims to leave scope for the Bundesländer.
