Abstract

The accessibility of the Swiss municipalities has changed substantially in the last 50 years due to the extension of the road network, improvements of the public transport and population growth. The paper deals with the first two variables and the resulting changes. The ratio of road-based to public transport-based accessibility has changed little over the time period from 1950 to 2000 in Switzerland.

Abstract

The continuous growth of traffic volume in Europe over the past years and the corresponding economic and ecological impacts are the reasons for a recurring discussion of a more sustainability-oriented transport policy. In this context, the implementation of new transport policy instruments is part of the discussion. Against this background, the article investigates to what extent tradeable permits can be an alternative to the existing mix of transport policy instruments. A system of tradeable permits for heavy goods vehicles in ecologically sensitive areas has been designed and subsequently implemented on a theoretical level for one of the alpine corridors. The impact on traffic volume and the environment have been analysed using ad-hoc models. Conclusions drawn from these models can be used as a basis for a future application of such a system.

Abstract

This article considers the extent to which it is now necessary to make adjustments to socalled “functional road networks“, an instrument of comprehensive spatial planning, in response to changes in demographics. Drawing on a case-study of the Central Thuringia planning region, the analysis focuses initially on the question of whether population shrinkage and ageing actually impact on levels of road traffic, or whether their effects are offset by other factors. As the authors report, road-traffic volumes are no longer growing relentlessly; in the period between 1995 and 2000, they were, in some areas, already in decline. Additional growth in the future is likely, however, essentially on those routes which are of European significance, whilst the more sparsely populated rural regions are expected to see a continuing decline in traffic levels. The conclusion drawn by the authors in the light of prevailing demographic and financial circumstances is that regional planning can – and should – no longer go on calling for the expansion of all categories of the functional road network on a large scale (as has previously happened in Central Thuringia); it should rather address the issues thrown up by the actual development of traffic volumes.

Networks of knowledge in the state of Brandenburgs Urban Reneration Programme – analysis and recommendations

Abstract

With all their strength, the East German states are struggling to maintain the highly mobile resource “human capital“. In the meantime, there was even a suggestion to reimburse the tuition fees to everybody who would also after his degree stay in the state where he or she studied. Increasingly the question arises, how knowledge building infrastructures might, beyond their function as resource for learning and training, promote the development of attractive sociospatial areas. The following article will analyse four knowledge networks and their key actors, practitioners and policies and will provide recommendations for action, which are probably relevant even out of range of the state of Brandenburg.

Abstract

In view of intensive discussions about the future chances of inland wind energy an investigation was carried out in the framework of an ad-hoc study at the Institute for Environmental Sciences (Kolshorn 2004) to what extent wind energy still possesses growth potentials even in the already strongly frequented regions of Lower Saxony and Saxony-Anhalt and whether the political objective of the federal government of the expansion of wind energy is also being kept up at the lower levels. The study considers the dedication practice of regional and structure planning, which take in a key position in the precautionary minimization of conflicts and in the provision of land. It becomes clear in this context that the already dedicated land potentials for wind energy will tend to be reduced rather than extended in the future and that a growth of the produced wind energy can be achieved mainly by the re-powering of existing locations. The environmentally compatible management of these locations is one of the tasks of regional planning.
